【摘要】 政府在经济运行中一直在扮演一个极其特殊的角色。在各种经济力量相互作用的经济体系中,政府一直处于一种超然的地位,它是各种经济力量活动的中枢,政府可以通过种种手段维持各种经济力量间的平衡,或重建这种平衡。政府活动中任何一个微妙的变化,几乎都会产生改变一群人经济利益的结果。政府的经济活动,会在很大程度上决定经济利益的归属。在市场经济条件下,政府的经济活动实际上是一种经济利益的“导流”活动。政府通过对宏观经济环境的调节,实现导流经济利益的目的。由于政府的经济活动具有这种重要的导流作用,市场中各个利益集团就会设法对政府施加影响,使经济利益更多流向自己一方。这种对政府施加影响的过程,实际上就是各个利益集团相互博弈的过程。政府的经济活动是通过各种经济政策来实施的,政府对经济利益的导流也是通过经济政策的实施来实现的。市场中的各个利益集团为了使各自的经济利益最大化,必然会围绕政府经济政策的运行来展开斗争。现实中,一项经济政策从产生阶段就会受到多方面力量的影响,使其远离政府的理想施政目标,政策在实施过程中也必然会受到扭曲,在这种情况下,如果没有一个比较完善的政策运行机制作保证,这种扭曲过程就会变得非常漫长,导致经济政策实施效果不佳或经济政策运行失败。因此,从保护政府经济目标实现的意义上来看,建立一个完善的经济政策运行机制以保证经济政策的顺利制定和实施是至关重要的。本文从多个角度对政府的经济政策运行机制进行理论分析,构建了四个经济政策运行机制模型,并结合这一理论的简单运用讨论了这一理论的现实意义,以期对政府经济政策的顺利实施有所裨益。更多还原

【Abstract】 The government has been playing extremely peculiar role in economy operation. The government is always in one kind of aloof position,it is the center of various economy strength, the government can maintain various economy strength balance by a various means or rebuilt this balance.Any delicate change in the government’s practice almost can change a crowd of people economy benefit. Government’s operation can decide the economy benefit belonging to whom.Under market economy condition, government’s economic activity is a kind of economy benefit in fact. The government realize the economy benefit flow—guiding through the adjustment to maco—enviroment.Since government’s economic activity has flow—guiding effect to the economyThe government’s activity will be influenced by the interest groups in order to make the interest flow to them.The process of effecting the government is the process of the interests fighting with each in fact. Government’s economic activity is put into practice through various economic policy, the government guiding the economy also apply that. Various benefit’s groups in the market will fight with each other around the government’s economic policy to make their profit maximize.In reality, each economic policy is affected by many ways from a producing stage. The government’s ideal administration target will be pulled away.Undoubtedly, the policy will be warped in putting process into practice.Under such circumstance, if there is no perfect policy operating mechanism to assume guarantee, this distorted process will become endless, which leads to economic policy’s operation having no nice result or having no way to be put into effect at all. Therefore, it will be very important that a perfect economic policy operating mechanism should be builded to ensure the economic policy coming into being or operating smoothly.This paper theoretically analyzes the government’s economic policy operating mechanism, builds the economic policy operating mechanism model and discuss the theory’s practical means and immediate significance and hope to give hands to the government carrying out economic policy.更多还原
