中国高校人文社会科学发展中的政府介入机制研究

【摘要】 高等学校承担着人文社会科学知识生产和知识传播的重要功能,同时也是人文社会科学基础研究的主要研究机构。人文社会科学的公共性特征和高等学校基础研究的主要力量是政府介入高校人文社会科学发展的根源。本文进而分析政府通过怎样的介入机制来引导高校人文社会科学的发展,进一步发挥人文社会科学思想文化功能、社会管理功能和决策咨询功能,更好地解决国家所面临的重大社会问题。本文围绕政府为什么要介入高校人文社会科学发展、政府介入高校人文社会科学发展的机制等问题进行分析研究。结合知识管理、知识生产理论,分析知识的自主性生产和政府介入性生产之间的对立与统一关系,分析政府介入高校人文社会科学的三大要素:公共政策、公共财政、行政权力。结合公共产品理论、公共科技理论,分析高校人文社会科学具有的公共产品特征,阐述政府介入人文社会科学的根源。本文进一步以上海高校为例,通过分析上海高校人文社会科学发展的现状,对政府介入上海高校人文社会科学机制的剖析,提出了相关对策建议:完善人文社会科学类的科技政策制定;营造更宽松的“自主性知识生产”的环境;探索新的管理方式,增加公共财政投入;构建符合人文社会科学特点的评价体系;发展人文社会科学的产学研等。更多还原

【Abstract】 High Education bears the responsibility of humanities and social sciences knowledge production and knowledge dissemination. As humanities and social sciences reflect the characteristics of the public nature, the government should intervene into the research of humanities and social sciences, which helps to develop the functions of humanities and social sciences in ideological, cultural and social management and decision-making advisory , and to better solve the major social problems in our country.The article focus on why the Government is involved in the development of humanities and social sciences; humanities and social sciences of government intervention in the development of a mechanism. Combination of knowledge management, knowledge production theory, the autonomy of knowledge production and government intervention in the opposition and unity of production, analysis of government intervention in university humanities and social sciences of the three elements of public policy, public finance, the executive power. With the theory of public goods, public science and technology theory, the humanities and social sciences with the characteristics of public goods to explain government intervention in the root of humanities and social sciences.In this article, Shanghai University, for example, by analyzing the development of Shanghai University humanities and social sciences the status of the Shanghai government intervention in university humanities and social sciences analysis of the mechanism and put forward countermeasures and suggestions: To improve the Humanities and Social Sciences of science and technology policy formulation; established in line with the characteristics of humanities and social sciences evaluation system; standardize funding for humanities and social science research use; the development of production and research of humanities and social sciences.更多还原
