燃煤电厂环境成本分析

【摘要】 电力工业是我国的基础工业,也是我国污染物排放大户。电力工业的发展促进了经济的发展,但同时,也导致了污染日益加重,生态环境遭到破坏,对人类社会的可持续发展构成了威胁。论文根据欧美国家以及我国国内的相关研究,阐述了影响燃煤电厂环境成本的电力行业特点、排污技术和环境经济政策,建立了适用于我国燃煤电厂的环境成本核算模型。本文以安装脱硝工程的燃煤电厂为实例,计算了该电厂的环境成本,并对在国家不同排污收费政策下的环境成本进行了测算。本文还论述了我国的排污权交易的现状,提出了在排污权交易制度下的环境成本测算模型。
【Abstract】 Electric power industry is a base industy and the primary entities that emit pollutant in China.Since the electricity generation industry has advanced the economy,has brought pollutions have been worsening,and enviomment has been deterioratin all of which are greatly threatening the existence and evolution of human being.According to the series of valuation studies have made attempts to estimate the enviormnental cost of power generation within the European Union and the United States,as well as in china,the characteristics of the power industry,the technologies of reducing the pollutant emission and the environment of economic policies are summaried.In this paper,calculating models for the power plant environmental cost are put forward and utilized to calculate the cost of the coal-fired power plant and the cost in different emission charge policy.This article also discusses the status of China’s emission trading and proposes the environmental cost calculation model about emission trading system.
