标准化项目风险管理系统的应用研究

【摘要】 在现代市场竞争越来越激烈的环境下,工业企业因其产业特性,急需找到一种可以实现有效资源管理和性能监控的方法来减低生产过程中的产业风险,在实现安全管理的基础上提高企业效益。无疑工业企业需要一种管理变革,改变传统被动应急管理模式,将安全风险管理侧重于预防,这种模式不仅仅应用于一般的工业安全管理,而是构建整个企业运营的风险管理。项目管理和标准化的基本管理理论在近年来逐步成熟和案例的成功实施,表明其可以成为一种帮助现代工业企业实现安全效益生产的工具。本论文为了实现现代工业企业的安全管理,以对现代工业企业中一般的工业安全作为工业安全管理模式的切入点,通过研究标准化的本质特征,以实践论证,将标准化系统的理念与项目管理风险控制基本方法结合,制定出一套安全管理体系,即标准化项目风险管理系统。通过研究得出,工业企业可以通过将传统意义上的作业分解为项目、项目群的形式集合FMEA的基本思想,来实现资源的更合理化分配和产品质量、性能的有效管制。研究结果表明项目安全、有效控制要通过三个方面实现:事前规划、事中跟进、事后总结。而这三个方面也就构成了标准化项目风险控制体系的框架。本论文中将风险管控定义为一个标准化的过程,并通过具体的项目实施步骤完成这过程的实施和管控,使安全管理纳入到正常的生产管理过程之中,既减少了安全管理成本又使风险控制与实际生产管理紧密结合。文中通过实际例证说明了标准化项目风险管理系统对企业安全管理的可行性和正确性,并以在F集团S事业处的实习实践,进一步提出了工业生产企业其产品执行的安全管理及风险控制标准化流程,为其他工业企业采用该系统提供参考依据。由于生产单位的复杂性和产品较长的生产周期,其具体的风险参数和应用效果检验还没有完成,将在今后的研究中完善和提高。

【Abstract】 In the modern market more competitive environment, industrial enterprises have to find a method that provides an effective resources management and performance monitoring to reduce the production of industrial risks and improve business efficiency. Without doubt the Industrial enterprise needs one kind of management to transform. change of tradition passive emergency management pattern, but Emphasis prevention. this kind of pattern not only applies in the general industrial safety management, but the construction entire enterprise operation management risk management.As the success of the enterprise applications and the nature of their identity, project management and standardization in recent years can aid modern industrial enterprises to realize the benefit of safety proction. This thesis focuses on researching the essential characteristics of standardization. A set of management system,“standardized project risk management system”, is established by combining standardization and risk management. Through the study of industrial enterprises in the traditional sense by the decomposition of operationsinto project, program in the form of more resources to achieve rationalization of distribution and product quality, safty and effective control. The study also pointed out that effective control of the project through the realization of three steps: pre-planning, following up the matter, post project summarizing. The three aspects of the project also constitute a standardized system for risk control framework. In this thesis, safety management and risk control is defined as a standardized process and the adoption of concrete steps to implement the project completed the process of implementation and control.In this paper, the completion through practical examples, he described The feasibility and correctness of the project standardized set of risk management systems were verified through examples of S division, Group F. The risk control in a standardized system is discussed. The system can be adopted in other industries. Since complexity of the production units and long product life cycle, it is difficult to collect all information needed, as such risk parameters and effect of applications are not determined. Further study is required on the above aspects.
