军队院校政治机关干部信息管理能力建设研究

【摘要】 本文以军队院校政治机关干部信息管理能力建设为研究对象,旨在廓清政治机关干部信息管理能力的基本内涵,提出提高政治机关干部信息管理能力的方法和途径,从而推进政治机关信息化建设,进一步提高政治工作效益。本文界定了院校政治机关干部信息管理能力的相关概念,明确了本文研究的对象及其基本特征,归纳总结了近年来军队院校在信息管理能力建设方面取得的成绩,并对机关干部信息管理能力建设中存在的主要问题和原因进行了列举和分析。论文归纳概括了政治机关信息管理能力构成的5个要素:信息认知能力、信息获取.能力、信息整合能力、信息应用能力和信息反馈能力,提出了信息管理主体与信息流相互作用的环形结构,直观揭示了基于不同层次的信息管理主体所应该具备的信息管理能力与信息流作用的有序结构,以及自身形成的闭环结构,有力地印证了信息管理的过程特征。本文研究了信息管理能力建设的路径;重点研究了基于政治机关信息管理能力基本要素建立能力评估指标体系,采用德尔菲法、模糊综合评判等数学方法进行信息管理能力评估模型的建立和分析的过程和方法。更多还原

【Abstract】 The article is based on the capacity building of information management of staff members in the political organs affiliated with military academies and schools, aimed at epurating the basic connotation of capacity building of information management of staff member in the political departments, concerned with the means of enhancing capacity building of information management of staff member in the political organs and contributes to the progress of information technology in political departments, improving political efficiency further.To begin with, the paper delimits some relevant concepts in the capacity of information management related to staff member in political organs, definitudes the object of this paper, coupled with its basic character. Next, the author induces and summarizes the achievement involving in the capacity building of information management in colleges in recent years, enumerates and analyzes the main reasons which exist in the capacity building of information management of staff member, then, this paper induces and summaries five elements constituting the capacity of information management in political department: information cognitive ability, information acquisition ability, information coordinate ability, information applicative ability and information feedback ability, puts forth the ring structure of mutual interaction between information management body and information flow, reveals intuitively the nonrandom structure of the information management capacity requisite to the information management body based on various levels and the closed ring structure developed by itself, testifies strongly the process character of information management. Finally, this paper deals with the route of the capacity building of information management of political organs in colleges. There are focuses on the foundation of ability evaluation index system depending on basic essence concerned with the information management ability in political organs and the process and means of the establishment and analysis of information management evaluation model by Delphi Method and fuzzy comprehensive judgment.更多还原
