电子政务法人单位基础信息共享的标准化研究

【摘要】 法人单位基础信息的共享问题,是我国电子政务未来一段时期的重点工作之一。但是由于缺乏统一的标准和标准化方法,造成法人单位基础信息共享不畅,形成“信息孤岛”。因此,开展电子政务法人单位基础信息共享的标准化研究,有利于政府信息资源高度整合,提高政府综合行政能力。本文首先回顾了国内外电子政务和相关领域标准化的研究现状,阐述现阶段开展法人单位基础信息共享的意义。分析现阶段法人单位信息的采集情况和业务流程,提出利用标准化的方法,通过业务建模、数据元设计和业务文档格式设计等的标准化,解决信息共享中数据交换和异构数据库互操作的关键问题。并以北京市法人单位基础数据库建设为例,运用本文提出的信息共享标准化模型设计,通过对北京市法人单位基础数据库相关业务建模,提取基本数据元,并说明基于XML电子文档格式的框架。
【Abstract】 Legal entities information sharing issue is one of important work in the future of China’s e-government. However, the lack of uniform standards and standardized methods resulted in poor corporate units on basical information sharing to form the "information islands." Therefore, to make e-government legal entities and standardization of research on basical information sharing is conducive to a high degree of integration of government information resources to enhance the government’s comprehensive administrative capacity.This paper first reviews the domestic and international standardization of e-government and related fields, the status of research undertaken at this stage set out the basis of legal entities and the significance of information sharing. Corporate unit of analysis at this stage the collection of information and business processes, make use of standardized methods, through the business modeling, data element design and business design, standardized document format to solve the data exchange and information sharing in heterogeneous database interoperability key issues. And corporate units of Beijing-based database development, for example, the use of standardized information sharing presented in this paper model design, corporate units by Beijing-based database-related business modeling, extract the basic data elements, and describe XML-based framework for electronic document format.
