【摘要】 随着我国经济的快速发展,室内装修已越来越普遍。但目前我国室内装修材料市场鱼龙混杂,装修后的室内空气质量污染问题在近几年来更是层出不穷。根据室内环境污染的大量调查研究,已经测到的有毒有害物质达数百种,常见的有甲醛、苯、甲苯、二甲苯、氨、氡等。这些污染物主要来源于各种装修材料,如人造板、涂料、胶粘剂、石材等等。因室内空气污染而诱发的各种疾病,严重影响了人民的身心健康,已越来越引起人们的关注,然而对工程项目室内空气质量管理工作在我国仍十分欠缺。目前我国仍然缺乏系统的室内空气质量管理办法和法规,虽然有涉及多个学科的工程标准和办法,但是没有系统的管理规范。同时在行政管理上责任明确度不高,使得在室内空气质量管理领域内,管理依据、方法及规范仍较为混乱。自申奥成功以来,北京市新建、改扩建了大量奥运场馆和配套设施。为确保奥运场馆及配套设施室内空气质量达标,北京市政府设立“奥运场馆及相关设施建材、室内空气质量监控项目”,该项目的顺利完成,确保了奥运场馆的室内空气质量,实现了“绿色奥运”的庄严承诺,有效防止了环境问题给奥运会带来不必要的负面影响。本文以项目管理的理论方法和环保理论技术为基础,对比、参考国内外室内空气质量管理的发展和现状,研究适合我国特色的室内空气质量管理方法,从法律法规的制定、管理部门责任划分、装修和建材管理及公众参与等方面提出对策和律议。更多还原

【Abstract】 As China’s economic development,interior decoration has become increasingly common. However, China’s current interior decoration materials market was mixed, the indoor air quality (IAQ) pollution problems caused by decoration are common in recent years. A large number of indoor environmental pollution investigation has been found toxic and harmful. Several pollutants, such as formaldehyde, benzene, toluene, xylene, ammonia, radon etc. mainly come from decoration materials, such as wood-based panel,coatings, adhesives, stone etc.. Diseases caused by indoor air pollution are seriously affecting people’s health. However, in China, the project management work of IAQ is still empty.At present, the formal indoor air quality management practices and regulations are still lacks in China. Although there are multiple engineering standards and methods, but there is no system management standards. And the responsibilities are not clearly, making still chaotic in the field of management of the IAQ management.In 2008, the Beijing Olympic Games were held successfully. For preparations of the Olympics, Beijing had build and expanded a large number of Olympic venues and facilities. To ensure that the IAQ of Olympic venues and facilities could reach the standard, are the requirements of a successful Olympic Games. The Beijing government followed the promis of "Green Olympics", and establishment a project named" Decoration materials and indoor air quality monitoring of Olympic venues". The successful completion of the project made the indoor air quality of Olympic venues kept at an highly level,and prevent the Olympic Games from unnecessary negative impact.Based on the method of project management and the environmental technology, compared the study of the status of IAQ at home and abroad. Research the manangement method with Chinese characteristics. Made the Countermeasures and suggsetions in the field of Legislation,the division of responsibilities of government, the management of decoration and building materials,and public participation.更多还原
