【摘要】 城市化是人类文明发展的必然,房屋拆迁成为我国城市发展过程中的必然选择。近年来各地的城市化进程日益加快,旧城改造、开发区建设、政府重大工程等一系列城建项目纷纷上马,随之而来的利益冲突不断加剧,成为一个重要的社会问题。本研究将社会转型背景下现代化和城市化进程中日益突显的城市拆迁作为问题域,关注社会学视域下城市拆迁中利益冲突情境下主体的行为选择问题。本研究以利益相关者为分析工具,采用个案研究和“过程——事件”分析法将哈尔滨市的拆迁情况作为我国城市拆迁的一个代表和缩影进行了实证分析。首先,从一般理论层面上对城市拆迁中的利益相关者(地方政府、开发商、被拆迁人)进行了界定与识别,在此基础上分析了利益主体之间的利益关系及其利益冲突的实质。其次,结合个案,对城市拆迁利益冲突情境下主体的行为选择及其背后的行动逻辑进行了实践和理论层面上的探析。最后,针对目前城市拆迁实践中存在的种种矛盾和冲突,对城市拆迁利益主体之间良性互动模式的建构思路作了尝试性的探讨。研究表明,在城市拆迁利益冲突情境下,作为利益主体的地方政府、开发商和被拆迁人为争取自身利益最大化而采用多种博弈策略。在利益博弈中,地方政府的行为以彰显政绩为目标;开发商以经济利益的最大化为目标;被拆迁人以获得最多拆迁补偿为目标。正是在这样的行动逻辑下,构成了城市拆迁中利益冲突的情境。因此,利益主体之间良性互动模式的建构需要以建立化解冲突的常规化机制和利益表达的渠道与机制为制度保障。从实践层面而言,建立合理的拆迁利益分配机制、政府适当的介入、利益博弈规则化,成为化解城市拆迁利益冲突的必由之路。更多还原

【Abstract】 Urbanization is necessary for civilization and development of our society, and then urban housing removal is a required choice of city development in China. Along with the course of urbanization evolving rapidly in the last years, a series of projects of city construction including of reconstruction, exploitation and important projects of government get into the saddle in succession. Consequently, interest conflicts break out ceaselessly. It’s a outstanding social problem.The paper makes the problem of urban housing removal in the background of social transformation as a field of research and focuses on the agents’action choicesunder the circumstances of benefit conflict in the process of urban housing removal in sociology. The research adopts benefit-correlationer as analyzing tool. It’s a positivism research about urban housing removal in Harbin by case study and course-matter analyzing.First of all, the author defines and identifies the main benefit agents (local government, developer and transmigrant) in theory in a general way. Hereby, author analyses the benefit relations and the essential of benefit conflicts between different agents. Secondly, author discusses the agents’action choices and their action logic under the circumstances of benefit conflict in the process of urban housing removal according to the typical cases in theory and practice. Thirdly, author creates the proper pattern of interaction between benefit agents in allusion to various conflicts in demolition and relocation.The research indicates, local government, developer and transmigrant all take multifarious struggle games in order to scrabbling for benefits furthest under the circumstances of benefit conflict in the process of urban housing removal in the struggle, the main goal of local government is showing achievements in their posts; the main goal of developer is figuring for most monetary interest; and the main goal of transmigrant is acquireing most expiation. Just about the action logic, the action conflicts form and run. Consequently, if we want to establish a proper pattern of interaction between benefit agents, we must set up usual system of resolving conflicts and approach of benefit expression. In practice, the approaches of resolving conflicts include founding reasonable distributing system, intervening advisably of government and regularizing interest struggle.更多还原
