基于Rat技术的建筑采购系统设计与实现

【摘要】 建筑材料和设备的采购对建筑工程的成本和质量都有着重要的影响,随着信息技术的发展,新型采购模式的出现对传统的建筑采购的发展提供了新的契机。目前很多建筑采购都是通过招投标来实现,但是招投标并不完全适用于建筑采购。建筑采购的材料和设备具有数量大、范围广和技术简单等特点,招投标采购往往程序复杂,耗时较长而且成本高昂。本文在研究反向拍卖技术(Reverse Auction Technique简称Rat)特点和范围的基础上,提出反向拍买在建筑采购当中的应用,并结合建筑采购的特点,对目前反向拍卖的程序和准则进行改进和设计,使其充分适用于建筑采购。对于反向拍卖采购的评标,本文利用三角模糊数代替具体的打分,建立了一个模糊多属性群决策模型,实现了同时对属性权重和属性得分进行专家群决策,提高了决策评标的准确性和客观性。在以上建筑反向拍卖采购程序和评标方法设计的基础上,本文对建筑反向拍卖采购系统的功能模块、业务流程和数据库进行了详细设计,并利用Asp.net动态网页技术实现了基于反向拍卖的建筑采购系统。本文最后,对该系统进一步的完善方向进行了简要的讨论。

【Abstract】 Procurement of construction had an important impact on the cost and quality of the construction. With the development of information technology, the emergence of new procurement model developed new opportunity for of the traditional construction procurement. At present many construction procurements use the network as tool to realize bidding. But the network bidding is not fully applicable to the construction procurement. Construction procurement for materials and equipment is always large quantities, simple technology and a wide range of features while network bidding is run out with complicated procedures. It made the time inefficient and cost greatly.Based on the study of the reverse auction procurement, we proposed to use reverse auction for the procurement of construction. Considering the characteristics of construction procurement, this thesis designed some changes to the current reverse auction procedures and guidelines to make it full apply to construction procurement. For the reverse auction procurement evaluation, the paper used triangular fuzzy as a substitute of specific points and established a fuzzy multi-attribute decision model, achieved the attribute weights and attribute scoring by a group of decision-making expert and improving the decision-making evaluation accuracy and objectivity at the same time.Using the construction reverse auction procurement procedure and fuzzy multi-attribute decision model designed above, the paper discuss the functional modules, business processes and detail of databases for the procurement system and use the technology of Asp.net to achieve the Web-based reverse auction construction procurement system. Finally, the paper discuss the further improve direction for the system.
