西北农林科技大学科技发展战略研究
Strategies to the Sci-Tech Development in Nowrthwest A & F University

【摘要】 科技发展战略是高校战略管理体系的重要组成部分,进行高校科技发展战略研究,对高校实施战略管理具有重要意义。论文分析了西北农林科技大学面临的国内外科技飞速发展、建设创新型国家、建设社会主义新农村和发展现代农业、实施国家《中长期科学与技术发展规划纲要》、建设国际知名的高水平研究型大学等形势;从学校体制改革、条件建设、人才队伍建设、国际科技合作交流、研究生教育、杨凌示范区建设、国家和地方政府支持等七个方面阐述了科技工作的内外部环境。从学科积累,科研基地建设、承担科技项目、科技产出等方面分析了学校的科技创新能力。通过与兄弟高校对比,认为学校科技发展的限制因素是:涵盖学科虽面广,但学科优势不突出;人力资源丰富,但领军人才短缺;基础性研究滞后,发展后劲不足;人文社会科学研究薄弱,缺乏战略科学家。论文系统研究了学校科技推广与技术服务的历史与现况,认为技术推广是学校科技工作的一项亮点和优势。论文还就学校的知识产权保护情况进行了探讨。论文在对西北农林科技大学科技工作使命、形势、环境、基础、能力全面分析、纵横比较、认真研判的基础上,提出了西北农林科技大学科技发展的战略选择。论文认为,西北农林科技大学在办学上要用“三个坚持”推动科技工作发展。即:坚持产学研紧密结合的办学方针,坚持“顶天”与“立地”相结合的科技工作方针,坚持以农业技术推广为服务社会的主方向。紧密围绕旱区现代农业发展这一主题,将作物抗逆性分子基础及其品种改良、旱区雨水资源化潜力及其环境效应、旱区生态结构功能及其修复途径、旱区畜禽遗传育种与疫病控制、旱区农业有害生物成灾规律与控制基础研究、旱区农业生产潜力及结构优化、旱区农产品加工与食品安全、旱区农业工程装备、旱区农林生物质综合开发利用、旱区农业精准作业与信息化作为科技发展的重点领域。论文提出了西北农林科技大学科技工作要实施的九项战略,即:制度创新战略、学科改造战略、以人为本战略、基地支撑战略、项目带动战略、以外促内战略、知识产权战略、产学研结合战略和研究生创新战略。
【Abstract】 Sci-tech development is one of the important components of Higher education management system, studying the strategies for Sci-tech development is an essential need to promote the execution of strategic management in higher education institutes.The Chanlenges of the sci-tech development of Northwest A & F University faced were analyzed in the aspects of rapid development at China and aboard, building of the innovative country, building of socialism new countryside and modern agriculture, implement of the national long-mid term development compendium, and building of the international known and high-level academic type university. The inside and outside environments for the sci-tech development of Northwest A & F University were described in 7 aspects of reformation of management system, construction of facilities, construction of human resources, collaboration and communication in sci-tech internationally, education of post-graduates, building of the Yangling demonstration zone, and supporting from the ministries of state and local government. The innovation capabilities in sci-tech were analyzed from the aspects of academic accumulation in sci-tech, construction of sci-tech base, sci-tech projects taken and output of sci-tech. Compared with other universities, the following aspects were considered as the weak and limitation factors: wide disciplines and less advantageous subjects, rich human resources and shortage in higher commander, lagging in basic research and less potential to develop, and weak in social science research and shortage of strategic scientists. After systematically analyzing the history and current situation in sci-tech extension and technology service at Northwest A & F University, the sci-tech extension was considered as one of the advantages. The protection of intellectual properties was also analyzed.Based on the analysis on the task, situation, environment, foundation and capabilities Northwest A & F University owned, the strategic choice on sci-tech development at Northwest A & F University was put forward. The running policy of the university is to promote sci-tech development following the three persistence of persisting in tight joint of production, teaching and research, persisting in combination of basic research and application research, persisting in the direction of agriculture extension and service the society. The sci-tech development of the university should tightly grasp the main topic of modern agriculture development in arid areas, and setup the keystone fields of molecular base and variety improvement to stresses of crops, exploring the potential of rainfall resources and its environmental effects, structure and function of ecology in arid areas and its recovery, genetics and breeding of animals in arid areas and the control of their epidemic diseases, rules of disaster formation in arid areas and its control, potential of agriculture production in arid areas and optimization of the structure of agriculture production, processing of agricultural products in arid areas and food safety, equipments of agriculture engineering in arid areas, comprehensive exploration and utilization of agriculture and forestry resources in arid areas, and the precision agriculture and informationization in arid areas. Nine strategies to sci-tech development at Northwest A & F University were put forward as regulation innovation, re-constructing of the disciplines, relying on human resource, supporting of the bases, projects promoting, outside promoting inside, protection ofintellectual properties, tight joint of production, teaching and research and innovation of post-graduate education.
