【摘要】 城市建设投资公司(简称城投公司)是经政府授权与委托、统一负责城市资产(主要是各项基础设施资产)的投资和经营活动、并承担城市资产优化配置责任的国有独资公司。近年来随着我国城建投融资体制改革的日益深化，既为城投公司提供了广阔的发展空间，也使城投公司面临更多的挑战。咸阳城投公司作为咸阳市城市建设的直接运营主体，迫切需要科学审视自身战略地位，选择适当的运营战略，以最大限度地把握机会应对挑战、发挥优势克服劣势，实现公司的可持续发展，从而为咸阳市的城市建设做出更大的贡献。本文依据区域经济和企业战略管理理论，采用实证分析与规范分析相结合、定量分析与定性分析相结合的研究方法，借助ISM模型和模糊SWOT模型深入分析咸阳城投公司的外部环境和内部资源条件，研究咸阳城投公司运营战略的方案选择及具体战略的设计问题。论文首先归纳国内外城市经营理论和企业战略管理理论的研究进展，对我国城投公司战略研究的成果进行评述，总结我国部分典型城投公司的运营经验；其次，运用解释结构模型(ISM模型)，建立咸阳城投公司外部环境要素和内部资源条件要素的多级递阶结构模型，以该结构模型为依据，构建咸阳城投公司外部环境和内部资源条件评价的指标体系，并运用模糊SWOT模型对该公司的外部环境和内部资源条件进行综合评价，得出了咸阳城投公司面临的机会、威胁和优势、劣势及其强度；在上述研究基础上，对咸阳城投公司的企业使命和战略目标进行分析，提出咸阳城投公司的战略备选方案；接着，利用机会、威胁、优势和劣势的强度构造咸阳城投公司运营战略的四边形和战略类型的方位角，选择出咸阳城投公司的运营战略类型，进而使用定量战略规划矩阵确定了咸阳城投公司的运营战略方案；最后，针对所选择的运营战略，设计了咸阳城投公司的职能战略，提出运营战略的实施建议。更多还原

【Abstract】 Urban construction investment corporation (UCIC) authorized and entrusted by Government is a wholly state-funded corporation, which is in charge of investment and management of urban assets especially urban infrastructure assets, and responsible for most optimum distribution of them. The system reforms’ deepening in urban construction investment and financing in China day by day in recent years provided wider development space for UCIC, and yet made it be faced with more challenges. As the primary operator of Xianyang’s urban construction, Xianyang UCIC(XYUCIC) should confirm its strategic position definitely and choose an appropriate operation strategy, so could seize the opportunities and meet the challenges, and in the meantime, make full use of its favorable factors and overcome its weakness to realize its sustainable development, and then to make more contributions to Xianyang’s urban construction.Based on the theory of regional economics and enterprise strategic management, this paper adopted certain research methods, which were positive analysis combined normative analysis and quantitative analysis combined qualitative analysis. With the benefit of ISM model and fuzzy SWOT model, this paper analyzed the external environment and internal resource condition of XYUCIC deeply, then chose the operation strategic scheme and designed specific strategies for it.Firstly, the research progresses of urban management theory and enterprise strategic management theory home and abroad were summarized, and the research achievements on UCIC’s strategy were reviewed, along with the operation experience of certain typical UCICs in China was summed up. Secondly, with the help of interpretative structural modeling, two multilevel hierarchical structure models were built, which were of XYUCIC’s external environment factors and internal resource condition factors. According to these models, evaluation indicator systems of XYUCIC’s external environment and internal resource condition were established, then the external environment and internal resource condition of XYUCIC were analyzed and assessed with the aid of the fuzzy SWOT model, thereupon XYUCIC’s opportunities, threats, strengths, weakness and the intensity of them were worked out. On a basis of the research above, the enterprise mission and the strategic objectives of XYUCIC were analyzed, and the strategic scheme choices of XYUCIC were put forward. And upon that, the intensity of opportunities, threats, strengths, weakness was applied to compose the operation strategic quadrilateral and the strategic orientation angle of XYUCIC, then the types of its operation strategy was chosen, along with the scheme of it was determined through QSPM. Finally, the functional strategies of it were designed aiming at the scheme selected and some corresponding proposals were brought forward.更多还原
