【摘要】 本文从政府信息公开这一视角对档案信息化建设问题进行研究,通过对政府信息公开和档案信息化建设的内涵及发展历程的分析,研究了政府信息公开为档案信息化建设所带来的机遇,并针对政府信息公开视阈下档案信息化建设中存在的问题,提出了初步的应对策略。论文的内容包括下面几个主要方面:第一,以《中华人民共和国政府信息公开条例》为基础,从政府信息公开的主体、客体和方式三个方面对政府信息公开的概念进行了界定,概述了我国政府信息公开的发展历程。并从四个方面阐述了我国档案信息化建设的内涵,分析了我国档案信息化建设的现状。第二,从信息技术在档案信息化建设中可取得有效利用、提升档案信息资源建设水平、大大改善档案信息化的建设环境三个方面详细的阐述了政府信息公开为档案信息化建设所带来的机遇。第三,详细的分析了政府信息公开视阈下档案信息化建设中存在的问题,这些问题包括:体制因素造成法律体系和标准体系不完善、资源因素导致档案信息资源建设水平不高、管理因素造成档案管理应用系统不健全、安全因素使档案信息安全体系建设滞后和支撑因素导致档案信息化专门人才短缺五个方面。第四,针对政府信息公开视阈下档案信息化建设所面临的主要问题提出了对策,为档案信息化的建设提供理论指导,主要包括:完善档案信息法律法规和标准体系建设、提高档案信息资源建设水平、健全档案管理应用系统、强化档案信息安全体系建设、加强档案信息化人才培养。更多还原

【Abstract】 The archives informatization construction is studied in the view of government information publicity in this paper. By analyzing the connotation and development process of government information publicity and archives informatization construction, the opportunity of archives informatization construction which is brought by government information publicity is researched. Aimed at the problems which exist in archives informatization construction in the view of government information publicity, the preliminary strategies are brought forward. The contents of this paper are as follows:First, take the“People’s Republic of China Government Information Publicity Rule”as a foundation, the concept of government information publicity is defined from main body, object body and way, the development process is also summarized. The connotation of our country’s archives informatization construction is elaborated from four aspects, and the present situation is analyzed.Second, the opportunity of archives informatization construction which is brought by government information publicity is expounded from three aspects,. There are using information technology availability, raising the level of resource construction and improving the circumstance of archives informatization construction.Third, the problems which exist in archives informatization construction in the view of government information publicity are analyzed detailedly. These problems include: the faultiness of legal system and standard system which is created by institutional factor, high less of information resource construction which is created by resources factor, the distempered of management and application system which is created by management factor, the lag of security system construction which is created by safety factor and the short of professional personnel which is created by support factor.Fourth, Aimed at the problems which exist in archives informatization construction in the view of government information publicity, strategies are brought forward, and which can provide the theory instruction for archives informatization construction. The strategies include: consummating the legal and standard system construction, raising the resource construction level, consummating management and application system, strengthening the security system and enhancing the professional personnel training.更多还原
