【摘要】 作为一个发展中国家,中国发展高等教育具有重要的战略意义。然而,高等教育投入总量不足和高等教育经费的低效率使用,高等教育规模扩大与政府投入能力下降的矛盾成为影响高等教育发展的“瓶颈”。因此,研究我国高等教育投入中政府行为问题,在目前具有非常重要的理论和现实意义,可以使政府对高等教育的经费投入和管理趋于合理,从而促进高等教育的发展。本文从教育财政投入视角分析出发,对我国高等教育投入中政府行为问题进行了较为深入的研究。主要研究内容:一是紧扣“高等教育投入”和“政府行为”两个关键领域,较为系统地阐述了教育投资理论、高等教育投入中的政府行为理论等相关理论,为全文的研究奠定了理论基础;二是从分析我国高等教育投入的现状入手,通过对我国高等教育投资总体状况、与国际水平比较、高等教育投资的地区结构等方面进行的横向和纵向的分析和比较,指出我国高等教育投入中的诸多矛盾和问题的深层次原因,在于政府行为存在问题,并进一步对政府的这种行为问题的具体表现进行了分析;三是通过对美国、日本、印度等国政府在高等教育投入中的行为的分析,总结出可资借鉴的思路和做法,并结合我国的具体国情,提出了完善我国高等教育投入中的政府行为的诸多建议:即完善我国高等教育投入中的政府行为的基本条件,并从加强政府高等教育投入的管理行为、拓宽高等教育经费筹集的新渠道、增强对高等教育投入的调节控制、创建高等教育投入良好环境等方面对政府在高等教育投入中的引导行为、管理行为、调控行为等提出了建议,更加突出了本论文的实际应用价值。更多还原

【Abstract】 As a developing country, the important strategic sense of the development of higher education has the more meaning to China. However,With the expand scale of higher education, the contradiction which drops with the government finance investment ability to be day by day prominent, the higher education finance total quantity insufficiency and financial funds’ low efficiency is“the bottleneck”of the development of higher education. Therefore,the research into the problem of governmental behaviors in higher education investment has the very important theoretic and the practical significance at present. It can also make our government’s investment and management of higher education more reasonable, and accelerate the developing rate of higher education in the end.From the angle of financial input, the article tries to do some deep research on investment problems of higher education. The research focuses mainly on the following content: Firstly, grasping two keys of“higher education investment”and“governmental behavior”, the author has summarize the relevant theories of education investment and governmental behavior in higher education investment, which are theoretic basis for his study; secondly, Through the horizontal and vertical analysis and comparison of the overall situation of Chinese investment in higher education ,the comparison of the international standards, and the regional structure of investment in higher education,the author analyzes the current situation of higher education investment, and present several contradictions in higher education investment, and make such conclusion that the causes deeply lie in the problem of governmental behavior, which the author makes analysis in details accordingly; Lastly, by analyzing the governmental behavior in higher education investment in U.S.A , Japan and India , the author summarizes some favorable ideas, and taking the actual situation in China into consideration, put forward several suggestions to improve the governmental behaviors in higher education investment. The author perfects the foundation conditions for Chinese governmental behaviors in higher education investment. He also put forward suggestions on government functions in inducting, managing and controlling to enhance the governmental managerial capability in higher education investment, expand new channels of higher education about money-raising, strengthen adjustment and control over higher education investment, and create the good environment for higher education investment.
