我国农村养老保险制度建设中政府的责任缺失与实施对策研究

【摘要】 中华民族自古就有着“敬老爱老助老”的文化传统,尊敬老人,讲究家庭和睦是我们文化传统的精华更是中华民族强大凝聚力和亲和力的具体体现。随着社会经济的进步发展,我国的城镇养老保险状况有了明显改善,但是农村养老保险制度的发展却明显滞后。伴随我国农村市场经济的逐步深入和老龄化过程的加快,社会养老保险已经成为了农村社会发展的必然要求,尤其是对于我们这样一个农村人口占60%,数目达7亿之多的农业大国,农村社会养老保险制度的建设就成为亟待解决的重大课题。长期以来,我国农民养老问题一直游离于国家政策惠及的范围之外,但是,养老保险作为一项社会制度安排,一种公共资源的分配,是公共利益的增加,它的实施就必然需要借助政府的行政强制力量。因此,深入地剖析我国农村养老问题的现状及其成因,本文分为五个部分:第一部分主要介绍了养老保险问题的研究背景、意义和国内外研究现状,以及本文所采用的研究方法;第二部分是基本概念及理论基础章,介绍了农村社会养老保险及政府责任的内涵和特点;并且阐述了本文所涉及的基本理论。第三部分是经验借鉴篇,通过对国外如日本,德国,俄罗斯,瑞典等国家的养老保险制度的研究分析,得出对我国的启示。第四部分是现状分析篇,对我国农村养老保险制度的发展进程与现状的分析入手,进一步探讨了我国农村养老保险制度面临的具体问题,并且分析了政府在我国农村养老保险制度建设中所缺失的相关责任。第五部分核心篇,提出了农村养老保险制度建设中政府在增强责任意识,制定相关制度,舆论宣传以及加强农村老人公共服务机构的建立等方面的具体建议。通过这些研究与对策,希望能为目前我国农村养老保险制度的建设与完善尽到自己的绵薄之力,更希望在政府与社会民众的同心努力下,越来越完善的社会保障制度会促进我们的社会更加和谐,生活更美好!
【Abstract】 Since ancient times, Chinese nation has had the traditional culture of respecting the older people. In addition, it is the essence of our excellent culture to show proper obedience to the elders and preserve family harmony, even still the embodiment of the strong sense of cohesion and affinity amongst the Chinese people. With the development of social economy, china’s urban pension insurance has improved significantly, but in contrast rural social endowment insurance had lagged behind for a long time. However, as the gradual improvement and penetration of rural market economy and accelerated aging, especially for china’s actual conditions that is a great agriculture country and farmers accounted for 60% of the total population, which is about seven hundred million, all of which demand for establishing social pension insurance as soon as possible. For a long time, Chinese farmers have been separated from china’s pension system drifted away from the scope of national policy. As a social insurance system, it symbolizes social institutional arrangement, allocation of social resources; accretion of public interest, so its implementation would depends on the help of the government Administrative enforcement power. Therefore, the in-depth analysis of the status of rural aged-supporting problems and its causes, make sure that government should take responsibility for establishing the rural endowment insurance system and find some suggestions for effective countermeasures, which are of great practical significance.This paper consists of five sections: the first part mainly introduces the research background, significance, current situation at both home and abroad of endowment insurance and research method; The second part is made up of the basic theory and conception involved in this article which describes the rural social endowment insurance and connotation of government responsibility. Some enlightenment has been obtained in the third part through the analysis of foreign endowment insurance system, such as Japan, German, France, etc. The next part is the analysis of the present situation and process of china‘s pension system in rural areas, to further explore the specific problems we confronted at present, and point out the absence of government responsibility in rural social endowment insurance system. The final part is the core chapter, gives the specific suggestion to Government on enhancing responsibility, making related regulations, media publicity and the strengthening of public institutions for the elders in rural areas. The main aim of this paper is to contribute little to the establishment of rural endowment insurance system, and also hope that government would redouble its efforts to perfect social endowment insurance system so that our society would become more harmonious and life is much better.
