【摘要】 在电力市场化推进过程中,随着技术进步加速、市场范围扩大、分工程度深化,一方面对政府有效监管的需求在不断增加,另一方面也要求政府对监管的方式和重点做出适当调整。在双轨监管制下,政府对电力的监管存在着职能错位、职能分散、监管过度、制度不完善等诸多问题。研究改进完善政府监管的对策,对于改革电力监管体制、维护电力市场公平竞争、促进电力工业持续健康有序发展等,有着重要的现实意义。本论文从以下两个角度对电力市场化进程中如何改进完善政府监管进行了研究：一是从制度设计角度出发进行研究,包括电力监管机构的组织架构,事前、事中、事后监管程序的完善,监管的监管制度等；二是从具体的监管措施角度出发进行研究,包括加强垄断环节的监管、适度放松竞争环节的监管、改变电价监管策略、重视规划的监管等。全文分为六个部分：第一部分,介绍了电力市场化进程中改革和完善政府监管的背景和意义,归纳、总结得出了写作思路、研究方法及写作难点、预期创新点；第二部分,介绍了电力工业和电力市场的相关概念和构成,总结分析了监管和市场的关系,阐述了相关理论支持及其启示；第三部分,回顾了我国电力市场发展和电力管理体制改革的历程,介绍当前我国电力市场基本框架；第四部分,分析当前电力市场环境和电力行政管理体制下的政府监管现状,找出了政府监管存在的主要问题；第五部分,针对主要问题,提出了电力市场化进程中改进完善的对策建议；第六部分,结论与展望。更多还原

【Abstract】 In the advancing process of electricity marketization, with the acceleration of technological progress, expansion of market scope and deepening of labor division degree, on one hand, the demand of government effective regulation is increasing gradually, and also the government is required to suitably adjust the regulation mode on the other hand.Government regulation on power has various problems such as function dislocation, decentralization, excessive supervision, imperfect system and the like in the dual-rail regulatory system. The research on government regulation countermeasures is very important for improving electricity regulation system, maintaining fair competition in the electricity market, and promoting sustained, healthy and orderly development of the electric power industry etc. This paper studies on how to improve and perfect government regulation in the power marketization process from the following two aspects:firstly, to research on the system designing, including organizational structure of electricity regulatory agencies, improvement of regulation procedures in advance during and after the process; secondly, to research on concrete regulation measures, including reinforcement of regulation on monopoly, suitable relaxation of regulation, adjusting of tariff regulation and planning regulation. The paper is divided into six parts:The first part introduces the background and significance of improving and perfecting government supervision in the power marketization process, summarizing the main idea, research methods, expected difficulties and innovation; the second part introduces related concepts and composition of the electric power industry and markets, analyzes the relation between the regulation and the market; the third part reviews the development of China’s electric power market, the reform of power management system, and introduces the framework of the current electricity market in China; the fourth part analyzes government management status under current electricity market environment and administrative system, and try to find out major problems of government regulation; The fifth part proposes countermeasures and suggestions for the improvement and perfection in the power marketization process; The six part includes conclusion and outlook..更多还原
