【摘要】 由台商赴大陆投资和两岸贸易而开始的两岸产业合作,在20多年的发展进程之中,不断促进着两岸的经济融合与民间交往的加深。两岸产业合作与互动成为了两岸交流中最为活跃的因素。大陆经济在经历改革开放高速发展之后逐渐步入效益与质量并重的转型阶段,经济发展方式的转变使传统的引进与利用外资的方式也逐步改变,这一转型必将对两岸产业合作的模式产生新的影响；国民党在台湾重新“执政”之后长期冷淡的两岸政治关系获得改善,海协会和海基会重启会谈,在短期内两岸当局通过“两会”协商取得了多项有关两岸经贸合作协议的共识,两岸产业合作的进一步发展也面临新的机遇；同时国际经济形势的变化与竞争的加剧也对两岸产业合作提出了更高的要求与期待。本文即是在这些新的发展环境下对两岸产业合作的发展与转型进行的历时性考察与趋势性研究。本文首先对两岸产业合作的历史发展过程进行了梳理,并用具体的统计数据对两岸产业合作的领域与区域分布予以详细说明,在此基础上从国际产业分工与产业转移；两岸贸易与台商直接投资；两岸产业合作的关联度；两岸制度性协商与产业合作的发展关系上分析了两岸产业合作的特点。其次,文章对两岸产业合作与发展转型的背景、路径和成效进行了分析。在背景方面,本文提出两岸产业合作与发展转型面临两方面的压力,一是台资企业在新的发展环境下可持续性获利的压力,二是两岸产业国际竞争力提升的压力。生存与发展既是压力亦是发展的动力,两岸产业合作也有着有良好的基础与有利的机遇,包括大陆与台湾各具优势的科技与技术基础,市场与销售渠道；大陆对台商一直以来的优惠政策待遇；两岸民间多年交往累积的社会基础等。而两岸关系的改善与在此背景下两岸相关产业协会与产业界的协商合作为两岸产业合作与发展转型提供了新的历史机遇。在两岸产业合作与转型的路径与成效层面,本文根据目前已有的合作成果从四个方面对其予以阐述,即：台企深耕大陆,加速转型；启动“陆资”入台,开启两岸产业双向合作新阶段；两岸相关部门与产业组织互动协商,共同推进产业合作的深化；两岸加强新兴产业合作,把握未来产业发展制高点。这些新形势下两岸产业合作发展的新特点,有利于两岸产业合作的继续深化。再次,以两岸汽车产业合作为案例分析了两岸在汽车工业方面合作所作的探索,进一步说明两岸产业合作的具体过程与发展的前途方向。最后阐述两岸产业合作的政治和经济效应,并以此为结说明两岸产业合作发展转型的意义。更多还原

【Abstract】 Cross-strait industrial cooperation caused by the investment in the mainland with Taiwan enterprises and cross-strait trade, through 20 years development, continue to promote the cross-strait economic integration and deepening of exchanges between the people of Taiwan and the mainland. The further development of cross-strait industrial cooperation is also facing new opportunities; And the new international economic situation and environment of cross-strait industrial cooperation is also put forward higher requirements and expectations. This article is a new development in the context of this cross-strait industrial cooperation for the development and transformation of the duration of the study and research trends.First, this paper analyzed the historical development of the cross-strait industrial cooperation. Use specific statistical data of cross-strait industrial cooperation with regional distribution of the field shall detail. On the basis of the international industrial division and industrial transfer; Cross-strait trade firms and direct investment; The cross-strait industrial cooperative correlation; Institutional negotiation and industrial co-operation on both sides of the analysis on the relationship of the cross-strait industrial cooperation characteristic.Secondly, the article analyzed the development path, background, transformation results of the cross-strait industrial cooperation. In the background, this paper proposes the cross-strait industrial cooperation and development of pressures facing two transformations. One is the pressure of Taiwan enterprises in the new development environment to gain sustainable profit, the other pressure is the international competitiveness in new stage. Survival and development is the pressure and also is the industry development, the cross-strait industrial cooperation motive has a good foundation and favorable opportunities. Including mainland and Taiwan with the advantage of technology and the technical basis, market and sales channel. The continent for Taiwanese has been preferential policies treatment; Long time Cross-strait folk association accumulated social base. The improvement of relations across the Taiwan straits, And Cross-strait related associations with the industry for cross-strait industrial cooperation through consultations and cooperation with development provides new historical opportunity for the transformation. In cross-strait industrial cooperation and transformation path and effectiveness level, based on the current existing results from four aspects to its discussed.
