【摘要】 自党的十六届六中全会明确提出“逐步实现基本公共服务均等化”的目标之后,基本公共服务均等化业已成为政界和学界关注的热点话题。基本公共文化服务均等化作为基本公共服务均等化的重要组成部分,也受到了广泛关注。四川省作为一个人口众多、地理环境复杂、经济发展水平相对较低、以农业为主的西部大省,其基本公共文化服务均等化现状具有一定的代表性。对四川基本公共文化服务均等化问题进行研究,将有助于了解西部地区在基本公共文化服务均等化方面的现状,对与四川有着类似情况的地区推进基本公共文化服务均等化具有一定的借鉴意义。笔者采用均等化综合指数法从横向、纵向两个角度对四川省基本公共文化服务均等化进行了较为全面、深入的研究。横向角度,首先对四川省2009年基本公共文化服务均等化情况进行了分析,以观察其均等化静态水平,随后对四川省基本公共文化服务均等化在2007年的静态水平与2009年的静态水平进行对比,以观察其均等化水平的动态发展趋势。通过对比分析发现,四川基本公共文化服务均等化水平有所提高,但是各地区之间的均等化差距呈现拉大的趋势。纵向角度,通过对四川省与浙江省各自在2008年在基本公共文化服务均等化方面的情况进行比较分析发现,四川省的基本公共文化服务均等化水平相对较低,还处于均等化的起步阶段。为了有效推进四川基本公共文化服务均等化实践,基于对四川省基本公共文化服务均等化存在的问题及其影响因素的综合分析,从“制度安排”和“具体实现途径”两个层次不同方面提出了相应的对策建议。在“制度安排”层面,应转变政府施政理念,构建公共服务型政府；建立城乡协调发展制度,保障机会均等；改革收入分配制度,促进分配公平；健全公共财政制度,实现公共财政支出均等化;制定基本公共文化服务均等化标准。在“具体实现途径”方面,应加大财政投入力度,夯实基本公共文化服务财力基础；完善基本公共文化服务基础设施网络；加强公共文化人才队伍建设；加快推进农村基本公共文化服务均等化工作；充分利用社会资源兴办公共文化；建立健全公共文化服务绩效考评体系和行政问责机制。更多还原

【Abstract】 Since the Sixth Party Central Committee clear that "gradually realizes the equalization of basic public services". The equalization of basic public services has become a hot topic in the political and academic circles. As the equalization of basic public an important part, equalization of basic public cultural services has also got great attention. As a large agricultural province, Sichuan province has a large population, complex the geographical environment, the relatively low level of economic development. So, the basic status of the equalization of public cultural services of Sichuan province has some representation. Research on the equalization of basic public cultural services in Sichuan, will help to understand the equalization of status of basic public cultural services in the western region, and help to promote the equalization of basic public cultural services of the areas that have a similar situation with Sichuan province.The author used Composite Index of equalization to research the equalization of basic public cultural services of Sichuan province, from the horizontal and vertical angles. From the perspective of horizontal, by 2009 statistics of Sichuan province, the author conducted a study in terms of the equalization of basic public cultural services to observe the equalization of the static level; then, in order to observe the level of the equalization of the dynamic development trend, the author compared the static levels of Sichuan equalization of basic public cultural services in 2007 and 2009. By comparing the study found, Sichuan basic level of public cultural services increased equalization, but equalization gap among inter-regions are widening. From the perspective of longitudinal, the author compared Sichuan Province with Zhejiang Province with 2008 data and found that, in Sichuan province equalization of basic public cultural service level is relatively low, is still in the equalization the initial stage.To effectively promote the Sichuan equalization of basic public cultural service practice, the author based on the equalization of basic public cultural service problems and their comprehensive analysis of factors, from the "institutional arrangements" and "specific ways " two different levels put forward corresponding countermeasures. In the "institutional arrangements", the Government should change his idea to build public service government; establish coordinated urban and rural development system to ensure equality of results; reform income distribution system, promotion of fair distribution; improve the public finance system, to achieve the equalization of public expenditure; To develop basic standards for the equalization of public cultural services.In the "specific Approach", the government should increase its financial investment, strengthening thebasic foundation of public investment in cultural services; improve the basic infrastructure network of public cultural services; strengthen the public cultureof qualified personnel; full use of social resources toset up public culture; established A soundperformance evaluation system of public cultural services and administrative accountability mechanisms.更多还原
