【摘要】 随着市场经济体制的逐步完善和行政体制改革的不断深入,我国民间组织承担了大量政府转移的社会管理职能,获得了日益广阔的发展空间,数量在迅速增长,影响在不断扩大。作为民间组织的重要类型,我国民间妇女组织起步较晚,在发展中面临着如经费紧张、人才短缺等问题,而近年来频频发生的“慈善丑闻”事件给以公益使命著称的民间组织带来了严重的信任危机,使得民间妇女组织的生存与发展面临着更为严峻的挑战。因此,对于民间妇女组织而言,如何提升自身的社会公信度已成为组织发展中亟待解决的问题。本文以北京市民间妇女组织为研究对象,来展开对民间妇女组织公信力建设的探讨和研究。首先,在阐述民间妇女组织公信力建设相关理论的基础上,结合我国民间妇女组织发展的实际状况,说明加强民间妇女组织公信力建设的必要性。其次,通过问卷调查和访谈相结合的研究方法来了解普通公众对公信力的看法,分析北京市民间妇女组织公信力建设的现状和存在的问题,即对公信力建设的重要性认识不足、组织自主性不强、资金使用效率低、公众认知度低等,并从组织自身的产权特性、成长路径、治理结构和政府管理体制及社会监督等方面进行深入的归因探究。再次,根据对北京民间妇女组织进行的相关分析,提出加强北京民间妇女组织公信力建设的对策,即从组织自律建设、他律机制建设和问责机制建设三个方面着手,来提高它们的社会公信度和美誉度。最后,本文选取北京市女企业家协会为案例分析对象,通过相关资料的收集和分析,了解其在公信力建设上存在着社会认知度不高、与其他民间妇女组织缺乏合作的问题,进而提出可通过培养组织独立自主意识、建立组织社会动员机制、加强组织宣传力度等途径来提升组织的公信度。更多还原

【Abstract】 With the gradual improvement of market economy system and the deepening administrative reform, our civil organizations have undertaken lots of social management functions which were transferred from the government, and have obtained increasingly wide space for development. Both the number and the influence of civil organizations are growing rapidly.As the important type of civil society organizations, the women’s civil organizations emerges so late, and they face many questions in the development, such as financing trouble, personnel shortages and so on; besides, the "charitable scandal" events in recent years have brought the serious crisis of confidence to the civil organizations, and made the survival and development of the women’s civil organizations facing more severe challenges. Therefore, speaking of the women’s civil organizations, how to enhance public confidence is urgently to be solved in their organization development.This paper takes Beijing women’s civil organizations as the research object, to carry out the discussion and study of public-trust construction. Firstly, this paper explains the necessity of strength credibility, which is based on elaborate theories related credibility construction of women’s civil organizations, combined with the actual situation in the development of women’s civil organizations. Secondly, through the questionnaire survey and the interview research method, the paper investigates the general public opinion of credibility, then analyzes the condition in the public-trust construction and the existence question about women’s civil organizations of Beijing, such as inadequate understanding about the importance of public-trust construction, the weak independence of organization, the inefficient use of resources, low public awareness and so on; meanwhile, the paper thoroughly explores the reasons from organization’s property right characteristic, growth path, management structure and government management system, social supervision and so on. Thirdly, according to the relevant analysis in which carries on Beijing’s women’s civil organizations, the paper proposes countermeasures in three aspects of the organizations’ self-discipline construction, the heteronomy mechanism construction and the accountability mechanism constructs for the public-trust construction, in order to improve their social credibility and fine reputation.
