【摘要】 20世纪科学技术的显著成果之一便是计算机信息网络技术的迅猛发展。计算机信息网络技术的发展推动了世界信息化水平的提高,其向全世界各个角落辐射的同时,一个全新的人造虚拟空间也随之应运而生,这就是“网络空间(Cyberspace)”。网络空间的出现深刻地影响着人类社会生活的方方面面,政治、经济、军事、文化等领域无不渗透着网络的身影。但同时,网络空间与生俱来的开放性、匿名性、不对称性等本质特征也使得过于依赖于网络空间这一载体势必会出现一些不安全的隐患即脆弱性。正是因为这个原因,网络空间的安全问题日益引起世界各国的关注。本文首先对网络空间的源起国美国对网络空间概念的界定入手,通过重点列举了各个时期美国(美军)对网络空间的各种概念的定义,分析网络空间演变的特点,从而界定其内涵和外延。其次,从安全的概念、国家安全的定义以及信息网络时代国家安全重心的演变入手进一步分析网络空间的重要意义及其对国家政治、经济、军事和文化安全等各个方面的影响。最后,针对当前我国网络空间安全现状及其不安全的因素提出了几点建议和对策。更多还原

【Abstract】 The development of computer information network technology has improved the world’s informalization level, which brought in a new man-made virtual space, namely "Cyberspace". The emergence of cyberspace has a profound influence on many aspects of human social lives, such as politics, economy, military and culture fields. But because of the natural characteristics of the cyberspace, for example, the openness, anonymity, symmetry, etc., the more we depend on cyberspace, the more vulnerable the cyberspace will be, which may have an impact on national security. Based on this reason, the security of cyberspace has increasingly drawn much attention from many countries, and the research on the cyberspace has a time meaning.This paper is divided into three chapters:Chapter One lists numerous definitions on cyberspace of the United States or the US army which created the cyberspace, and we analyze the evolution of cyberspace’s concepts, their intensions and extensions, then sum up the cyberspace’s eight main characteristics. Though there are many definitions of cyberspace, which are still developing and changing, their relevance with information network technology is consistent.Chapter Two, from the security concepts and national security concepts, analyses the center of transformation on the national security and further analyses the significance of cyberspace security which has a far-reaching influence on the national politics, economy, military and cultural security in the information network era. We conclude that, to some extent, the cyberspace security influences the nation’s long-term development and the construction of the national situation. For countries, no cyberspace security solutions, there will be no information infrastructure safety guarantee, and there will be no country’s sovereignty and national security on cyberspace.Chapter Three firstly expounded the current cyberspace security into four practical problems. On the background of global Internet ever-increasing popularization and application deepening, China has become one of the world’s increasingly important Internet development, application and service markets. It is accompanied by some information network problems such as computer viruses and political subversion, information technology development and the information network security stealing which exits to varying degrees in China. If we don’t deal with it properly, this may bring in an adverse impact on China’s economic, social development and national security. Secondly this chapter put forward our suggestions and countermeasures respectively from the scientific innovation, the legal supervision, international cooperation and talent cultivation and countermeasures.更多还原
