【摘要】 农用地是一个十分复杂的自然、生态和社会经济的复合体,具有重要的经济、生态和社会价值等。长期以来,人们非常注重农地的经济生产价值,而对农地的生态价值和社会价值重视不足,尤其社会价值重视不够。随着社会经济的发展,农地日益减少,农地的社会价值愈显重要,而我国在农地社会价值研究方面比较薄弱,缺乏完善的农地社会价值理论和科学系统的评价体系,迫切需要对农地社会价值进行深入研究。土地整理不仅增加农地面积、提高农地质量,同时缓解了人地矛盾,为经济发展和社会稳定做出了重大贡献;土地整理通过土地平整、基础设施建设、地块合并、规则化整理、产权调整和重分配等措施,造成农地社会价值变化。进行土地整理农地社会价值评价与变化研究,对科学合理地评价农地社会价值、完善农地价值理论、合理利用土地资源和提高土地整理社会效益具有重要意义,同时为完善土地整理理论以及未来土地整理决策提供参考和依据。本研究采用规范研究法、实证研究法以及现代技术与传统技术相结合等方法对土地整理农地社会价值评价与变化进行深入研究。主要研究内容和结果如下:(1)农地社会价值及土地整理对其影响:深入研究农地的社会功能,初步提出农地社会价值的内涵,包括农地社会保障价值、社会安全价值和人文景观价值,并分析影响因素;分析并研究土地整理活动对农地社会价值产生的影响。(2)土地整理农地社会价值评估方法研究:在梳理相关文献的基础上,深入研究土地整理农地社会价值评价方法,提出多因素综合评价法和农地社会功能评价法。多因素综合评价法是以评价土地整理农地社会价值为目的,对影响农地社会价值的各因素进行综合鉴定,并使鉴定结果等级化的过程,同时比较整理前后农地社会价值变化;农地社会功能评价法是分别对农地社会价值的三个方面进行货币化,利用产权倍数法测算土地整理前后农地社会保障价值,利用替代市场法测算土地整理前后农地社会安全价值,利用比值法测算土地整理前后农地人文景观价值,三者加和得到整理前后农地社会价值,并比较变化。(3)莱芜里辛土地整理项目农地社会价值评价:分别采用多因素综合评价法和农地社会功能评价法进行评价,并进行比较。研究结果表明,采用多因素综合评价法,整理前农地社会价值为4553144.67分,整理后为5560957.36分,整理后农地总社会价值比整理前增加了1007812.69分,整理后农地社会价值是整理前的1.22倍。采用农地社会功能评价法,整理前农地社会保障价值、社会安全价值、人文景观价值和农地总社会价值分别为6152.29万元、8304.36万元、3994.39万元和18451.04万元,整理后分别为8561.84万元、8806.44万元、4814.62万元和22182.90万元,整理后农地总社会价值比整理前增加了3731.86万元。整理后农地社会价值是整理前的1.20倍。两种方法计算得到的变化系数比较相近,说明两种方法评价农地社会价值比较合理。评价结果表明,通过土地整理不仅提高了农地生产力、增加了农地面积等,而且提高了农地的社会价值。(4)措施与建议:根据农地社会价值理论分析及研究区土地整理农地社会价值评价结果,提出我国农地社会价值评价及土地整理改进的措施和建议,包括建立完善的土地整理农地社会价值评价指标体系、建立完善的农村社会保障体系、整理中提高农地社会安全价值和人文景观价值、适度提高安置补助费标准以及推动土地整理群众参与机制等建议。更多还原

【Abstract】 Agricultural land is a very complex natural, ecological and socio-economic coalition, which has the important economic value, ecological value and social value. For a long time, most of people pay great attention to the economic production value of agricultural land, but pay little attention to the ecological value and social value of agricultural land, especially the social value. With the development of the society and economy, and the decreasing of the agricultural land, the social value of the agricultural land is more and more important. While our country is relatively weak at studying on the social value of agricultural land, and lacking of a complete theory of the agricultural land social value and the scientific evaluation system, our country urgently needs to study on the agricultural land social value deeply.Land consolidation not only increases agricultural land area and improves the quality of agricultural land, but also alleviates the contradiction between people and land. Land consolidation makes a significant contribution for economic development and social stability. Through land formation, infrastructure construction, land consolidation, regularization arrangement, the adjustment and re-allocation of property rights and other measures, land consolidation will cause the changes of the agricultural land social value. Studying on the evaluation and changes of the agricultural land social value berore and after land consolidation, which has a great significance for scientifically and rationally evaluating the agricultural land social value, perfecting the agricultural land value theory, optimal using the land resources and improving land consolidation social benefits, as well as provides references and basis for perfecting the land consolidation theory and the future land consolidation decision-making.The research uses normal research method, empirical research methods, techniques of modern technology combined with traditional methods and so on, so that to study on the evaluation and changes of land consolidation social value. The main contents and conclusions are as follows:(1) The agricultural land social value and land consolidation on its effects: the article studied on the social functions of agricultural land, initially proposed content of the agricultural land social value, including the social security value, the social stability value and the cultural landscape value, and analyzed factors; analyzed and research land consolidation activities on impact of agricultural land social value.(2) Study on the evaluation methods of agricultural land social value of land consolidation: based on combing the related articles, the article studied on the evaluation methods of agricultural land social value of land consolidation, and proposed the multifactorial comprehensive evaluation method and the agricultural land social functions evaluation method. The multifactorial comprehensive evaluation method was based on evaluating the agricultural land social value of land consolidation for the purpose, and evaluated all factors that affecting the agricultural land social value, and made the process of the identification results of grading, and compared the changes of agricultural land social value before and aftert land consolidation. The agricultural land social functions evaluation method was separately monetized the three aspects of the agricultural land social value, using the social security price method and the multiple of ownership method to calculate the agricultural land social security value before and after land consolidation, using the alternative market method to estimate the social stability value before and after land consolidation, using the ratio method to measure the cultural landscape value before and after land consolidation, and got the agricultural land social value by adding together all three aspects, and compared the changes.(3) The evaluation of agricultural land social value in the land consolidation project of lixin in Laiwu: separately used the multifactorial comprehensive evaluation method and the agricultural land social functions evaluation method to evaluate and compare. The result showed: using the multifactorial comprehensive evaluation method, the agricultural land social value before land consolidation were 4,553,144.67 scores, and after land consolidation were 5,560,957.36 scores. After land consolidation the total agricultural land social value increased 1,007,812.69 scores than before land consolidation, and the agricultural land social value after land consolidation was 1.22 times than before land consolidation. Using the agricultural land social functions evaluation method, the social security value, the social stability value and the cultural landscape value before land consolidation were 61,522,900 yuan, 83,043,600 yuan, 39,943,900 yuan and 184,510,400 yuan, and after land consolidation were 85,618,400 yuan, 88,064,400 yuan, 48,146,200 yuan and 221,829,000 yuan. After land consolidation the total agricultural land social value increased 37,318,600 yuan than before land consolidation. The agricultural land social value after land consolidation was 1.20 times than before land consolidation. The coefficients of variation were relatively similar of two methods, which indicated that the social value of agricultural land of two methods were reasonable. Evaluation results showed that land consolidation not only improved agricultural productivity and increased the area of agricultural land, etc., but also improved the agricultural land.social value.(4) The measures and recommendations: Based on theoretical analysis of the agricultural land social value and the evaluation results of the agricultural land social value, This article proposed the measures and suggestions of evaluation of agricultural land social value and land consolidation for improvement, including establishing the complete evaluation index system of agricultural land social value of land consolidation, establishing the complete social security system in rural areas, improving the social stability value and the cultural landscape value of agricultural land of land consolidation, enhancing the resettlement fees standards, promoting mass participation mechanism of land consolidation and other proposals.更多还原
