【摘要】 为了促进我国动物疫病防控能力建设,建立既能评价兽医体系运行效能,又能对无疫认证、市场准入和财政投入提供依据的一套自我评估的方法,本研究在美国实地考察、了解了世界动物卫生组织(OIE)与泛美农业合作组织(IICA)共同建立兽医体系运作效能评价工具(PVS)的背景、形成基础、指标体系及其设立的意义,并收集了相关资料。通过对比研究,明确了我国动物疫病防控考核评价体系的现状和主要问题,提出了构建我国动物疫病防控系统运作效能评估框架的思路,设计出了我国动物疫病防控系统考核评价体系框架,并就我国适用和应对OIE PVS评价工具提出建议。以期为科学评价全国动物疫病防控工作提供依据。更多还原

【Abstract】 The study was carried out in response to the concerns on promoting animal disease control capacity,seeking efficient tool for evaluation of Performance of Veterinary Servi- ces, and also providing the basis of diseasefree certification,market access and financial investment.This study contains the following: to understand the formative backgrounds, formative basis, element, criteria systems and its significance of Performance of Veterin-ary Services(PVS) tools of the World Organization for Animal Health(OIE) and the Inter-American Institute for Cooperation on Agriculture(IICA);to conduct comparative studyof animal diseases preventing and controlling evaluation system in our nation ; to anal-yses the status and principal problem of evaluation system in nation;to give proposal on plan of animal diseases preventing and controlling evaluation system framework ;to de-sign animal diseases preventing and controlling evaluationsystem framework; and to re-commend that how to reply and apply the OIE’s PVS tools. Thus the study could providescientific basis on animal disease preventing and control.更多还原
