【摘要】 进入新世纪,世界科技快速发展,国际竞争日益激烈,面对我国科技的总体水平同世界先进水平相比仍有较大差距、同我国经济社会发展的要求还不相适应的现实情况,党中央、国务院于2006年1月9日在全国科学技术大会上提出要在2020年把我国建设成为创新型国家的战略决策。建设创新型国家的核心是增强自主创新能力,这就需要培养一大批拔尖创新人才,人才是科技的载体,是最大的战略资源。国务院制定的《国家中长期科学和技术发展规划纲要》(2006—2020)指出“要实施人才强国战略,切实加强科技人才队伍建设,充分发挥教育在创新人才培养中的重要作用”。高等学校是国家创新体系的重要组成部分,肩负着知识创新和人才培养的重任。大学生创新素质教育是从传统教育、创造教育和素质教育中发展起来的新生事物,是培养与提高学生的创新精神、创新人格、创新思维、创新知识体系和创新能力等创新素质,引导他们德、智、体、美等全面发展,从而成长为高素质创新型人才的教育活动。大学生创新素质教育是一项系统工程,是以创新为灵魂、与传统教育相对的一种全新的教育理念和新型的教育模式。本文对创新素质教育的有关概念和理论进行了研究和探讨,分析了传统教育在创新型国家视域下面临的困境,指出了传统教育向创新素质教育转型的必要性和可行性,学习和借鉴了当前国外高校创新高等教育改革的新成果,在此基础上,重点从系统观的角度对大学生创新素质教育进行了研究和探讨,提出了创新素质教育的系统模型。更多还原

【Abstract】 With the rapid development of economy and technology in the new century and the intensity of the international competition day by day as well as the relatively large gap of technology standard between advanced countries in the world and our nation, which can no longer meet the need of the development of economic society in our country, in January 9th 2006, the Party Central Committee and the State Council put forward the strategy of making our country innovation-oriented till 2020 in the National Science and Technology Conference.Strengthening the capacity for independent innovation is the core of constructing innovation-oriented country, which demands to cultivate a large group of innovatively top-notch talents who are the carrier of technology and the maximal strategy resources. Outline of the National Plan for Medium and Long Term Science and Technology Development (2006—2020) made by the Sate Council pointed out the implementing of the strategy of reinvigorating China through human resource development, the strengthening of the construction of talented personnel and the sufficiently exerting of the role of education in cultivating innovative talents. Higher learning institutions, essential part of a country’s innovation system, shoulder the responsibility of knowledge innovation and talents cultivation.Innovative quality Education, developed from traditional education, creative education and education for all round, is an educational activity which guides students to learn and research new laws and approaches, making them possess innovative ability, spirit, personality, way of thinking, knowledge system as well as integrated development of moral, intellectual, physical, aesthetic and labor education, thus leading students to innovative talents of high diathesis.University students’innovative quality education is a systematic project, which takes innovation as the soul, is a brand-new educational concept and mode contrary to the traditional one. Based on the study and discussion of the relevant concepts and theories of innovative education for all round, the analysis of the difficulties the traditional education faces in the view of innovation-oriented country and the necessity and feasibility of the transforming from traditional education to innovative education for all round, by consulting the new achievements of the current foreign universities’ reformation on innovating higher education, this paper, mainly under systematic view, aims at researching and exploring the university students’ innovative education for all round and bringing forward the model for it.更多还原
