河源市高新区的大气容量分析研究

【摘要】 大气环境容量,是指在一个特定区域内、一定的气象条件、一定的自然边界条件及一定的排放源结构条件下,在满足该区域大气环境质量目标前提下,所允许的区域大气污染物的最大排放量。通过大气环境容量的分析研究是政府对大气污染的环境管理,由浓度控制转向总量控制,由国家排放标准转向控制更加严格的地方排放标准而采取的重大举措,是区域制定合理科学的总量控制计划和排污许可证总量重要依据。本文在总结了现阶段国内外对大气环境容量研究成果的基础上,选取了位于河源市市区以南,东临东江水道,南接园中园,北临源城区,有京九铁路从中穿过的河源市高新技术开发区作为研究对象。目前区内共有企业80多家,其中高埔中心区企业34家。高新区的“五通一平”工作已基本完成,各种基础设施配套,投资环境优良。2005年高新区工业总产值约53亿元,是河源市主要的经济增长点。但随着河源市高新区引进企业数量的扩大,高新区产生的环境问题也越来越突出。为了充分弄清该区的大气环境容量值,认识高新区的开发建设对大气环境的影响,实现经济、环境的协调发展,本文通过对河源市高新区的污染源进行分析,选取了SO2、NOx、PM10作为控制对象,以A值法模型计算了高新区的大气环境容量。得到该区大气环境容量为:5O2环境容量为8024.04t/a,低架点源总量限值为2006.01t/a;PM10环境容量为13373.41t/a,低架点源总量限值为3343.35t/a;N02环境容量为10698.73t/a,低架点源总量限值为2674.68t/a。最后通过高新区废气污染物排放情况分析及对照河源市“十一五”期间大气污染物排放总量控制指标,得到本项目占所在区域环境容量较小,对环境空气容量影响不大,能够满足相关环保要求。

【Abstract】 Atmospheric environmental capacity is the largest discharge amount in the permissive area on the premise of fulfilling the requirement of atmosphere environmental quality, within certain districts, meteorological conditions, native boundary conditions and emission source structures. Analyzing the atmospheric environmental capacity is a great measure of the government to turn the environmental management from concentration control to total amount control, from national emission standard to more strict local emission standards, and also the important base for regionally formulating the reasonable and scientific total amount control plans and the total amount of pollution discharge license.After summarizing the present researches on atmospheric environmental capacity in China, this dissertation bases the study on the high technology development zone in Heyuan city, which south to the urban area, with Dongjiang channel on the east, Yuanzhougyuan on the south, Yuancheng district on the north, Jingjiu railway pass through. At present, there are more than 80 enterprises,34 of which in the central Gaofu district. The five "put-throughs" and one "make-even" works have basically finished in the high-tech zone, with complete basic facilities and fine investment environment. In 2005, the gross industrial output value of high-tech zone is about 53 hundred million yuan, which is the main economic growth point. But as the increasing amount of enterprises, the environmental problems become more and more obvious.In order to sufficiently clarify the value of atmospheric environmental capacity, understand the atmospheric environmental impact of development and construction of high-tech zone and realize the harmonious development of environment and economy, this dissertation, by analyzing the pollution source of high-tech zone in Heyuan, bases the study on the SO2、NOX、PM10 and calculates the atmospheric environmental capacity using A value method model. The atmospheric environmental capacity:SO2 is 8024.04t/a, limit value of total quantification of low elevation point source 2006.01t/a; PM10 13373.41t/a, limit value of total quantification of low elevation point source 3343.35t/a; NO210698.73t/a, limit value of total quantification of low elevation point source 2674.68t/a.Finally, by analyzing the exhaust gas emission situation and comparing the local air pollutants emission total control guideline during the eleventh five-year plan, the project occupies little environmental capacity of the district, and has no large impact on atmospheric environmental capacity, fulfilling the environmental protection related requirements.
