【摘要】 本文研究的主要目的是通过实施开发区循环经济生态化改造,找出其建设过程中所存在的障碍,并对这些障碍进行分析,进而为我国循环经济建设的全面展开提供借鉴经验。首先,本文阐述了开发区循环经济研究的背景、意义,论文研究方法是对有关循环经济和生态工业园区的国内外研究现状进行分析。从概念上对循环经济进行了界定,也阐明了各个不同学者由于研究的领域范围不同,对循环经济的认识差异。其次,在循环经济现有理论的基础上,对开发区在我国循环经济中所起的作用进行分析,其中包括开发区的规模、发展过程、经济效益以及循环经济建设所产生的示范作用,得出开发区在循环经济的发展中示范性、规划性和长远性的战略意义。再次,按照开发区循环经济建设所遇到的困难,重点分析其主要障碍,包括思想认识方面、体制方面、法律制度方面、技术水平方面和经济成本方面。分析结果表明:我国开发区的生态化改造遇到了法制不完善、技术水平较低、生态产业链不闭合、思想认识落后等多方面障碍以及生态化进程缓慢。最后,针对开发区循环经济改造中遇到的障碍,提出建设生态工业园模式的改造建议,并对其中的一些障碍因素,本文提出了自己的解决建议,如确立切实可靠的法律法规支撑体系,加强财政支持等政策来推动循环经济的发展。更多还原

【Abstract】 The thesis aims at find out the factors that obstruct the development of circular economy in developing zones by reforming the ecologicalization in those zones. And then, It analyses the reasons to get a conclusion and provide some suggestion on the all-round development of circular economy of China.First of all, This thesis elaborates the background and significance on circular economy in developing zones, The main methods used in it and the meanings of writing it. Besides, The thesis analyses current researches on in-and-abroad about circular economy and eco-industrial park; It also explains what the circular economy is and claries that according to different study field, Different scholars have different cognitions about circular economy.Secondly, On the basis of current theories about circular economy, The thesis points out the effects of developing zones in circular economy. The scale and the process of development of developing zones, And the economic benefits play a role as examples in circular economy. So, Building up a developing zone in circular economy is representative and long-term program.Thirdly, In the essay, The problems that occur in constructions of circular economy are classified into several aspects, Such as in ideological cognition, Systems, Laws and regulations, Technological standards and economic costs. As a result of the research, The defect in laws and regulations, The low technological standards, The breakpoint in eco-industrial chains, And the far-behind ideological cognition are proved as the factors that hinder the process of ecologicalization.Finally, To deal with the problems, The idea of constructing eco-industrial park is raised. And also, The writer give his suggestions towards the problems, For example, Building up a feasible system of laws and regulations, Enhancing the financial support and other policies to give impetus to the development of circular economy.更多还原
