【摘要】 构建服务型政府是当前最具亲和力的政治话语之一;作为加强和改进政府部门执政能力建设的一项重要内容,它同时还体现了一种科学的领导观。从这个意义上说,领导力是构建服务型政府的制胜力量。因此,本文把服务型政府构建中的行政领导力作为研究的对象,意图通过文献查阅和归纳分析等研究方法,从构建服务型政府对行政领导力提出的要求出发,交叉运用社会学和公共管理学科的综合知识进行的研究。本文首先对行政领导力内涵进行了分析,通过研究领导力相关理论的溯源,找出我国行政领导力面临的挑战和制约因素,提出我国服务型政府对提升行政领导力的要求和评价标准,最后文章提出了提升行政领导力的对策,指出要把服务社会的理念内化为领导观,坚持以人为本的价值取向,通过不断优化服务行政职能,创新社会管理机制,积极开发政府人才资源,拓展服务行政环境并且强化政府公共权威,来实现政府领导力的提高。更多还原

【Abstract】 Building service-oriented government is one of the friendly political discourse,as an important part for strengthening and improving the governmental governing capability, it also reflects a scientific concept of leadership.In this sense, Leadership is forces to victory of building a service-oriented government. Therefore,building service-oriented government in the administrative leadership is the object of study, through access to consult documents and epagoge,building a service-oriented government from the executive leadership of the request,the use of cross-discipline of sociology and public administration to conduct a comprehensive knowledge of the original study.Firstly, In this article,we analysis the adminstrative leadership,Through the study of leadership theory related to the source, to find out the challenges and constraints of the adminstrative leadership,to bring up the requirements and evaluation criteria of Service-oriented government in enhancing the administrative leadership, Finally,the article made to enhance the executive leadership of the path. It point out that the idea of serving the community into the leadership of view,adhere to people-oriented values,through continuous optimization of the administrative functions of the service,innovation and social management mechanism,the government will actively develop human resources and expand services Administrative environment and to strengthen the government’s public authority,in order to achieve improvement of the governmental leadership.更多还原
