【摘要】 本论文通过调查大量的资料,研究了枣庄市农业综合开发工作的现状、取得的成绩和存在的问题,并根据枣庄市农业发展和农业开发管理的实际,因地制宜地提出了发展对策。主要研究内容和成果如下:1.深刻揭示了农业综合开发的内涵和意义:农业综合开发是由政府投资引导的,是我国政府为了实现特定农业发展目标,在一定的区域、时间范围内,有计划地对各类农业资源通过采取综合措施,实行综合投入,进行综合治理,从而实现综合开发、取得综合效益的一项系统的政府行为。实行农业综合开发,是稳定增加农业投入的长效机制,是推进农业结构调整、增加农民收入的重要途径,是实现农业可持续发展的重要推动力量,促进了新农村建设。2.在调查枣庄市农业综合开发的现状的基础上,分析了农业综合开发工作中存在的以下四个方面的问题:(1)农业综合开发项目区领导和群众对农业综合开发重要性认识不足,一定程度上制约了开发工作的实施和管理;(2)农业综合开发项目工程质量有待提高;(3)县级财政开发资金的配套落实和管理存在漏洞,存在资金不能足额配套甚至挪用的情况;(4)农业综合开发项目管护工作欠缺,导致建成项目工程损坏,影响使用并长期发挥效益。3.根据枣庄市农业综合开发的现状,因地制宜地提出了解决问题的政策建议:(1)加大农业综合开发工作的宣传力度,提高项目区干部群众开发的积极性;(2)严把工程设计关,实行工程监理,提高农业综合开发项目质量;(3)明晰产权,落实责任,多方筹集资金,加强农业综合开发建成项目的管理维护工作,确保项目长期发挥效益;(4)严格农业综合开发资金管理,全面推行县级报账制,并加强部门间的监督力度;(5)完善项目公示制、工程招投标制等规章制度,推进机制创新;(6)加强农业综合开发队伍培训,提高农业综合开发管理人员的素质和管理水平。更多还原

【Abstract】 Investigating a great deal of data, this thesis studies the present condition, achievement and problem of agricultural comprehensive development work in Zaozhuang city. Besides, combining with the agriculture development and management, it puts forward countermeasures to local conditions. Main research and result is as follows: Profoundly reveals the content and significance of agriculture comprehensive development.Agriculture comprehensive development is a system of government behavior, leading by government investment, for carrying out particular agriculture development target. Limited in certain district, time, through comprehensive measures, input, treatment, it can carry out its comprehensive development and obtain performance. This thesis investigates the foundation of the present condition of agriculture comprehensive development in Zaozhuang city, and analyzes the following four existent problems:(1)The leadership and crowd did not understand the importance of agriculture comprehensive development, so it restricts the implement and management in some degree.(2) The project quality of agriculture comprehensive development needs to rise.(3) There are management and funds loopholes in country level, and capital scarcity even misappropriation.(4) Agriculture comprehensive development is lake of protect, causing constructed project damage, influencing a usage or long-term exertive performance.According to the present condition of agriculture comprehensive development in Zaozhuang, this thesis puts forward countermeasures to local conditions. (1) Aggrandize propaganda of agriculture comprehensive development work, and increase the leaders and crowd enthusiasm.(2) Strict the project design, conduct supervision, and improve quality.(3) Distinct property, fulfill responsibility, collect funds, strengthen management and maintain of constructed project, and ensure the projects have long-term efficiency.(4) Strict agriculture comprehensive development funds management, promote the county funds report system, and strengthen on supervision.(5) Perfect projects public display, engineering bidding system, advance the innovation of mechanism.(6) Strengthen agriculture comprehensive development team training, raise managers’quality and manage level.更多还原
