【摘要】 随着可持续发展为各国广泛接受并成为其制定、实施发展战略的理论依据,如何在交通规划中衡量或体现可持续发展水平就成为可持续发展理论研究的热点话题。日益增长的保护环境的需求促使环境影响评价必须由交通项目层次的微观领域上升到规划和计划层次的中观领域以及战略和政策层次的宏观领域,并不断提高其有效性。战略环境评价是环境影响评价在政策、计划和规划层次上的应用。在此背景下,本文将战略环境评价理论用于交通规划,对于未来的交通方案进行科学、系统、综合的环境影响评价,为交通方案的修订、排序和实施提供充分的依据。本文首先介绍了战略环境评价的研究现状和理论基础。接下来对交通规划战略环境评价流程进行了简要分析,并提出交通规划战略环境评价的技术工作过程。在此基础上,本文提出了城市交通规划的战略环境评价指标体系,重点探讨了复杂适应性系统背景下交通规划战略环境评价模式和专项评价模型。最后,以黄石综合交通规划为操作对象给出了交通规划战略环境评价的具体运用案例。论文的创新点在于:在确定交通规划战略环境评价指标的基础上,提出了基于复杂适应性系统的主成分分析方法;运用综合集成理论提出了交通规划战略环境评价的集成模式;提出了交通规划战略环境评价的具体操作步骤;结合可持续发展理论和情景分析法,提出了交通规划专项评价模型。更多还原

【Abstract】 Along with the sustainable development has been widely applied and becomes the theoretical basis for the formulation, implementation of development strategy, how to weigh up the level of sustainable development in transport planning has been a hot topic. The growing demand for the protection urges that environmental impact assessment must emphasize the stategy and policy rather than the specific traffic project, and continues to enhance its effectiveness. Strategic Environmental Assessment is the application of environmental impact assessment on policy, plans and programmes on the level. In this context, Strategic Environmental Assessment of traffic planning has been put forward in order to provide scientific, systematic, comprehensive environmental impact assessment for transportation project and sufficient theoretical basis for the revision,comparision and implementation of traffic porject.This paper first introduced the status quo and theoretical basis of the strategic environmental assessment. Next, we have conducted a brief analysis for transportation strategic environmental assessment process and put forward the technical work process. On this basis, this paper focus on the index system of Transportation Strategic Environmental Assessment and its assessment model, as well as special assessment model. Finally, take the transportation planning of Huangshi as example, the Transportation Strategic Environmental Assessment has been applied in the real world. Paper innovations : based on the index system and complex adaptive theory, Principal Component Analysis and Integration System Space Flight has been used in the assessment model.
