【副题名】基于资源型城市产业转型的视角

【摘要】 资源型城市是在资源开发利用的基础上形成和发展起来的,它有着其自身的发展规律,一般要经历建设期、繁荣期、衰退期、转型振兴期或消亡期4个过程,资源型城市因资源的开采而兴起和发展,也必然因资源的减少和枯竭而停滞和衰落。同时,20世纪末中国社会面临全面的转型时期,尤其是计划经济体制向市场经济的转轨时期,结构性调整也是大多数的城市所必须面对的现实,由此转型问题成为资源型城市研究中的主要问题。本文所说的资源型城市的转型,特指其城市产业的转型,它是决定步入衰退期的资源型城市能否重新振兴的一个必然的选择。资源型城市的发展及产业转型思路多种多样,并没有一个统一的模式,旅游开发是许多资源型城市发展及产业转型过程中的重要选择之一。资源型城市通常具有开发旅游业的资源条件或潜质。现代旅游业作为一个综合性产业,其经济效益、社会效益、环境效益日益突出,发展旅游将对资源型城市的可持续发展起到巨大的推动作用。旅游业虽然是一个非物质生产部门,但它的关联带动功能很强,特别是旅游业的“吃、住、行、游、购、娱”六要素涉及生产和消费诸领域,不仅直接关联第三产业,也间接渗透第一、第二产业。显然,积极发展旅游有利于一些资源型城市改变其单一落后的产业结构,也能推动资源型城市产业结构向合理化和高级化的方向发展。资源型城市转型过程中的旅游开发应如何进行,才能实现可持续发展,避免“矿竭城衰”,这已成为许多学者十分关注的问题,并且进行了大量的研究工作。在国外,有许多资源型城市把旅游作为接续产业并取得了成功。我国对资源型城市发展的研究,经历了从不够重视到逐渐受到各个方面关注的演变过程。目前主要集中在对资源型城市的存在问题、经济结构调整、可持续发展对策等方面进行实证研究。资源型城市的类型主要集中在最早陷入困境的煤炭城市,研究内容的涵盖面较窄,研究领域有待于拓宽。本文将在将在学术界已有的相关资料基础上,明确界定资源型城市相关的基本概念。从定性分析方面,分析和总结我国资源型城市现阶段的基本状况;再从定量分析方面,概括我国资源型城市的现实状况,如资源型城市的数量、分布、类型等。本文选定了我国石油城市大庆作为实证分析对象,探讨资源型城市的生态旅游开发的方案。在生态旅游开发中,特别注意到城市生态环境问题,只有遵循科学发展观的可持续发展方针,坚持旅游可持续发展战略,才能安全稳妥的实现资源型城市产业转型。由此,建立了大庆市旅游地自然生态指标体系、评价方法和评价标准体系,通过实地调研,根据2001-2007年统计和监测数据,建立权重体系。为了更具有说服力,本文分别采用层次分析法和主成分分析法两种方法进行计算,进而对旅游地生态环境进行相应定性、定量的评价。并在此基础上对该资源型城市利用自然和人文旅游资源发展地方旅游进行了规划。可供相似城市借鉴。更多还原

【Abstract】 The formation and development of Resource-based cities base on the development and utilization of resources, and it has its own law of development, Generally go through the four process:construction period, boom period, the recession period, the demise of the transition period or period of the revitalization.The rise and development of Resource-based cities are due to resource exploitation , but also there would be stagnation and decline result of the reduction and depletion of resources. At the same time, facing the full period of transition at the end of the Chinese society in 20th century, especially during the transition period of the planned economy to market economy, structural adjustment is the reality of most of the cities had to face, this transition would become the major problem of resource-based cities study. This article described the transformation of resource-based town, its city-specific industry in transition, it is in a recession decide the resource-based cities can reinvigorate an inevitable choice.There are varieties of ideas in the development and industrial transformation of Resource-based cities of, and there is not an unified model, tourism development is one of the important choices in the evelopment and industrial transformation of many resource-based cities. Resource-based cities usually have the resources to develop the tourism industry or potential.As an integrated industry, the economic, social and environmental benefitsof Modern tourism have become increasingly prominent, the development of tourism will play a huge role in sustainable development of the resource-based cities. Abroad, there are many resource-based cities to the tourism industry as a follow-up and success. In China, urban development on the resource-based research, experience do not pay enough attention from various aspects to be concerned about the gradual process of evolution. At the present situation, the academic community of the existence of resource-based cities, economic structural adjustment, sustainable development, etc. The main target of empirical research focused on the earliest coal troubled cities, the study covers narrow areas of research to be broadened .This paper will give basic concepts based on access to relevant information on the resource-based cities development. From the qualitative analysis, the analysis and summarizes the resource-based cities of basic situation at this stage in China; from the quantitative analysis, a summary of resource-based cities in China such as the quantity, distribution, type, etc. This article has been selected as China’s oil city of Daqing Empirical Analysis of the object, Discuss Resource-based cities eco-tourism development program,at the same time of the development of tourism, the resulting focus on the city’s ecological environment problem,tourism development can only be resolved only in the implementation of sustainable tourism development strategy. Therefore, et up in Daqing City, the natural ecological tourism indicators, evaluation methods and evaluation criteria system, and field research, according to 2001-2007 statistics and monitoring data, the right to set up Weight System. For a more convincing,this paper will use two methods: Analytic Hierarchy Process and Principal Component Analysis.and then carries on corresponding qualitative and quantitative evaluation.
