【摘要】 随着人才在社会发展和科技进步中的重要作用越来越受到人们重视,人才开发政策也日益得到人们的广泛关注,制定切实有效的人才开发政策是各地区从事人才开发工作的基本保证。本文以不同地区对人才资源展开激烈竞争这一客观现实为研究背景,根据新时期国家人才工作的指导思想,综合运用区域竞争优势理论、劳动力要素流动理论和人力资本理论对大连市人才开发政策的现状进行了分析,认为多年来大连市人才开发政策取得了较好的效果,在人才数量、人才队伍的年龄结构、分布结构、人才素质、人才能力以及海外人才资源吸引等方面都取得了一定的成绩。但是大连市的人才开发政策仍存在着诸如产业格局针对性不强、政策法规体系不健全、高层次优秀人才引进政策吸引力偏低和人才资源开发政策对象存在倾斜等问题。本文从人才引进政策、培养政策、就业政策和其他配套的政策法规等方面入手,在借鉴国内外实践经验和分析大连市经济发展现实依据的基础上,提出大连市要树立人才强市、科技立市和教育兴市的理念,完善有利于人才开发的政策法规和制度,提高广泛吸引人才的待遇,实施有利于人才开发的配套机制和营造有利于人才发展的外部环境。其中针对优秀高校毕业生人才大量流失的现状,提出建立优秀高校毕业生选聘机制。更多还原

【Abstract】 With the crucial influence of talents to society development and technology advancement attracting more and more attention from people, the talent developing policies have increasingly received extensive public concern. Making authentically effective talent developing policies is the basic assurance to the places that are engaged in talents development. This dissertation takes the fact that all the places have drastically competed in talents development as background and national talent work in new period as basic rules in order to synthetically use the area competing advantage theory, labor force element transferring theory and manpower capital theory to analyze the current status of talent developing policies of Dalian. A conclusion drawn here is that talent developing policies of Dalian has gained commendable effect in recent years that the number, age structure, distributing structure, diathesis and capacity of the talent stuff have been improved, and plenty of talents overseas are brought in as well. However, the talent developing policies of Dalian still have some problems such as low pertinence to the industries structure, faultiness of policies and statutes’ system, low attraction of hi-level excellent talents bring-in policies and object imbalance of the talent development policies.This dissertation begins with the analysis to talents bring-in policies, cultivating policies, developing policies and other assistant policies, and consult the civil and oversea practical experiences to analyze the economic developing status of Dalian, and gives the suggestions that the conception of talents enhancing city, technology strengthening city and education reinforcing city be built up, helpful policies and codes of talents development be made, treatment system of talents attracting be perfected, assistant helpful systems of talents development be set up, and outer preferable environments of talents development be built.
