【摘要】 随着社会的进步,科学的发展,人们的生活越来越离不开信息,对资源的认识也不再局限于那些有形的能创造财富的东西,并逐步把信息当作一种资源来看待,“信息资源”作为与物质、能量并列的重要资源,越来越受到人们的关注。加强与开发利用信息资源,是落实科学发展观,推动经济社会全面发展的重要途径,是增强我国综合国力和国际竞争力的必然选择。政府信息资源是具有社会性质的资源,因此,政府信息资源的利用必须体现社会价值。政府信息资源的社会价值就是让公民能够充分的享用政府信息资源,因为,政府的基本社会职能就是建立和维护社会的公平、公正,推动社会的发展和进步,保障公民的知情权是政府工作职能所在。加强政府信息资源共享的原则,消除权力机构和社会间以及社会各利益阶层间的信息不对称,既能提高政府机关的工作绩效,也能让公民充分感受同在一片蓝天下的公平、公正的待遇。政府信息资源共享与公共知情权之间利益均衡研究主要从经济学理论中的信息不对称、委托—代理关系与成本—效益理论基础之上进行深入研究与分析。本文首先概括国内外的政府信息资源公共获取与公共知情权的研究现状与政府信息资源共享与公共知情权的理论基础、研究现状与存在的问题。本文的核心部分是:(1)信息不对称视角下的政府与公众之间的博弈关系;(2)从信息资源独占到共享;(3)政府信息资源独占到公民共享的均衡关系;(4)委托—代理的内涵及应用价值;(5)成本—效益的内涵及应用价值。从这五点对政府信息资源共享和公民知情权之间的均衡关系进行了较为深入的研究与分析。最后提出了政府信息资源共享与公民知情权的利益均衡实现的解决方案。(1)政府公务人员服务意识的提升;(2)政府与公民之间的“信息鸿沟”问题及解决方案;(3)公民知情权意识的“培育”;(4)完善知情权政策法规制度。从信息经济学成本—效益分析和委托—代理理论的角度,系统地研究政府信息资源共享计划的成本效益和委托—代理的关系,不仅对于深化政府信息资源共享理论研究、拓展政府信息化研究视野具有重大的理论价值,而且对于树立和落实科学发展观、指导政府电子政务实践、推进政府管理创新等,均具有重要的实践意义。更多还原

【Abstract】 With the progress of the society and the development of the science,the life of people is getting more and more inseparably with information and the know to resources is not limited to tangible and something that can be created wealth and the information increasingly be regarded as a kind of resources."Information resource "is very important resource with material and energy,more and more concerned by people.Having been strengthened and developed information resource is important way that implement scientific approach of development and push the economic society development completely and also inevitable choice that increase comprehansive national strength and international competitive strength.The government information resource is possessed with societyvalue.So,the use of the government information must show society value which make citizens can enjoy fully the government information resource,Because the basic functions of the government is building and maintaining the justice of the society,pushing the development and progression of the society,protecting citizens’s "Right to know "is the government functions.Strengthening Asymmetric information of the principle of the government information resource share,eliminating authority and society,which can enhance job performance of the government and make citizens enjoy justice treatment.The benefit balance of the government resources sharing and The Right to Know deeply research from the economic theory’s the asymmetrical of information,principal-agent and cost-benefit.The paper first introduce the present sharing situation and existed problem of domestic and foreign of the the government resources sharing and The Right to Know.The core of the paper is:(1)On the basic of information asymmetrical of the connection between the government and the people;(2)From information monopoly to sharing;(3)The asymmetrical from the government monopoly to the people sharing;(4)The definition of principal-agent and application value;(5)The definition of cost-benefit and application value.From the five points that I make a deep research of the government information sharing and The Right to Know,and in the last I put forward to some method to solving these problem.(1)The enhance of the service consciousness of the government worker;(2)The information gap of the government and the people and solving method;(3)The cultivation of the consciousness of The Right to Know of the people;(4)The consummation law of the Right to Know;From the principal-agent and the cost-benefit of the information economics.Not only deepening the government information sharing theory research,developing the government Informationization has important meaning and setting up,realization the science development view,instructing the e-government practice,recommendation of the government managment innovation having important meaning.更多还原
