城市轨道交通工程项目造价控制研究

【摘要】 城市轨道交通工程项目作为一种复杂的大型系统,具有一次性投资规模大、资金运转和回收周期长、投资管理复杂等特点,其造价控制的影响因素十分繁杂。在我国当前的国民经济状况下,采取有效措施控制其工程造价,从而提高投资的社会效益和经济效益,显得尤为重要。本文根据国内外城市轨道交通工程项目造价的现状,分析阐述了目前我国城市轨道交通工程造价控制的流程、特点以及主要影响因素,并运用工程项目造价全过程控制的管理理念,从城市轨道交通工程项目前期的建设标准确定、线路及用地规划、融资成本控制,到设计阶段的主要理念原则、设计费用、土建工程造价、机电设备选型控制,再到实施阶段的征地拆迁、工程招标、工程施工、材料设备采购控制等多阶段、多方面进行了分析陈述。同时,论文较大程度上利用了价值工程原理,从价值工程的基本理念出发,在依据了一些基本原则方法的基础上,提出了各阶段、各环节可以采取的多种有效措施,并结合国内外城市轨道交通工程项目的实际例子进行了分析说明。本文有利于提高对全寿命周期内的城市轨道交通工程项目造价控制研究的综合认识,具有较强的现实意义。
【Abstract】 Working as a large system, urban rail transit project had characteristics of large scale of disposable investment, long cycle of running and recovering funds, and complex investment management. Thus parameters of its cost control are complicated. It is of great importance to take effective measures to control its cost so that its social and economical benefits can be improved under current condition of national economy.It is starting from current condition of cost of urban rail transit project home and abroad, analyzing and describing current process, characteristics, and major parameters of cost control of domestic urban rail transit project in this paper. Using management ideas of whole process control of engineering project cost, this paper analyze and develop from various points of view on three subjects. Previous affirmation of construction standard of urban transit project, planning of lines and land use, control of financing cost, major principles and ideas of designing period including design cost, civil engineering cost, and control of selection of electromechanical equipment, and works of execution period such as resetting of levy land, engineering bidding, construction, and control of purchase of material and equipment.Principles of value engineering are simultaneously applied to a greater degree in this paper. It starts from basic concepts of value engineering then presents various effective measures that can be applied in each step and each period according to some fundamental principles and solutions. Actual examples of urban transit project home and abroad are delivered during the analysis.With relatively strong practical significance, this paper is helpful to improving integrated understanding of life-cycle cost control of urban transit project.
