【摘要】 机动车,作为经济发展、现代文明进步的产物,它在带给人们方便快捷的同时,机动车尾气污染也成为大气环境质量不断恶化的首要因素。现全世界有近十亿辆机动车,机动车尾气污染排放已达到令人触目惊心的地步、已成为城市大气质量最严重的污染源。随着我国经济的高速发展,机动车保有量的不断增长,机动车尾气污染防治已到刻不容缓的地步,成为当前环境保护的突出课题。加强和完善机动车尾气污染防治立法将有效改善我国大气质量,提高城市大气质量、改善城市生活质量,推动我国环境保护事业向前发展。机动车尾气污染是指机动车排气管向大气排放各种污染物,导致大气质量受到损害,人类健康、经济和社会发展受到影响的现象。目前,由于立法缺失、职责不清、管理不到位、制度不健全等原因,我国机动车尾气污染日益严峻,对大气环境和人体健康造成了严重的危害。为了有效改变我国机动车尾气污染的现状,必须从我国的实际情况出发,借鉴国外机动车尾气污染防治立法经验,以健全和完善我国机动车尾气污染防治立法体系,逐步形成以《大气污染防治法》为核心、辅之以相关配套法律法规的合理布局,以有效遏制和治理机动车尾气污染,保护大气环境质量、保障人体健康。更多还原

【Abstract】 Motor vehicles, as a product of economic development and modern civil progressing, it is convenient to people at the same time, motor vehicle exhaust pollution has become the primary factor in deteriorating of the atmospheric quality. Now there are nearly one billion motor vehicles in the world, motor vehicle exhaust pollution has become the most serious sources of urban atmospheric quality. With the rapid developmening of China’s economy and the growing of maintain volume of motor vehicles, vehicle exhaust pollution control has come to a critical state, which has become the prominent subject of environmental protection. Strengthen and improve the vehicle exhaust pollution control legislation will be effective in improving China’s air quality and improve urban air quality, improve the quality of urban life, promoting development of China’s environmental protection cause.Motor vehicle exhaust pollution is the exhaust pipe emissions of pollutants into the atmosphere, resulting in damage to air quality, affect human health, economic and social development. At present, due to lack of legislation, Responsibilities is unclear, management does not put in place, systems is unsound and other reasons, China’s increasingly serious pollution of vehicle exhaust on the atmospheric environment and human health has resulted in serious harm.
