【摘要】 人力资源是人类社会和经济发展中的第一资源,我国经济和社会的发展离不开丰富和高质的人力资源。对于位处我国中部地区的长沙、株洲和湘潭三个城市组成的城市群来说,人力资源质量的高低在很大程度上决定了长株潭的经济发展速度。2007年12月14日,国家发改委正式下文批准长株潭城市群为“全国资源节约型和环境友好型社会建设综合配套改革试验区”,面对如此好的挑战和机遇,长株潭人力资源开发的任务显得更为紧迫。长株潭人力资源开发是长株潭实现“两型社会”建设目标的重要保证,是推动长株潭经济社会发展的原动力。本文以科学发展观为指导,在对人力资本理论、可持续发展理论和人力资源开发理论的理论分析基础上,结合长株潭区域的实际情况,深入分析长株潭区域现有产业布局、人力资源开发情况以及人力资源供需情况,探讨了长株潭“两型社会”建设过程中人力资源开发存在的障碍,针对存在的障碍提出对长株潭人力资源开发战略。本文研究内容主要包括:第一部分阐述研究背景、文献综述和研究思路;第二部分介绍理论基础及研究的现实意义;第三部分分析产业布局及人力资源现状;第四部分对人力资源开发障碍分析;第五部分提出长株潭人力资源开发策略;最后是论文的结论以及展望。更多还原

【Abstract】 Human resource is the first important resource in the development of human society and economy. The fast development of our country’s economy can’t be divided from an abundant human resource with good quality. To Changsha-Xiangtan-Zhuzhou city group, the prosperity of its’ economy is up to the quality of human resource to some extent. On December 14 of 2007, as Changzhutan was authorized to be a "resource-saving and environment-friendly society" experimental region, human resource development (HRD) in the region becomes more and more critical. It’s an important factor to achieve the goals of "Two -oriented society".Based on the theory of scientific outlook on development, Human capital, sustainable development theory and the theory of HRD, this thesis analyses the industry distributions and the human resource situation of Changzhutan and raises some points of suggestion. The main content includes six part: the first part discourses upon the background, the researches of relative scopes and the structure of the thesis; the second part introduces some theories and the important of HRD in Changzhutan; the third part analyses the situation of industry distribution and HR in the region; the fourth part analyses the obstructions of HRD; the fifth part makes some strategies about HRD; and the last part, to give a summary and expectation.更多还原
