城市土地集约利用的评价研究

【摘要】 随着我国城市化的快速发展,城市用地规模不断扩张,占用耕地十分严重,同时城市土地粗放低效利用现象十分突出。因此,提高城市土地使用效率,集约利用城市土地引起了理论界、规划界和政府部门的高度重视。中央领导曾多次对节约和集约利用土地做出过重要指示。胡锦涛总书记明确指出,要按照建设节约型社会的要求,积极探索建立国土资源管理的新机制,全面落实土地管理的各项措施,节约和集约使用土地;温家宝总理批示,“盘活存量建设用地,推进集约和节约用地,是严格土地管理的重要环节”。如果说土地资源集约利用的宗旨是为经济社会发展提供土地资源保障,那么土地资源集约利用水平评价的实质就是以提高土地资源集约利用水平为核心,通过对当前集约利用水平状况的评估,分析导致土地粗放利用的原因和障碍,从而在此基础上探寻土地资源集约利用的对策途径。1999年,国土资源部将城市土地集约利用调查与评价列为国土资源大调查的一项重要内容,先后选择了7个试点城市(福州、天津、包头、长春、济南、义乌、南京)开展城市土地集约利用潜力评价,拉开了城市土地集约利用评价的序幕。其中,包括评价内容、评价方法、指标体系构建和技术应用在内的城市土地集约利用定量评价研究已经成为研究的核心工作。应用定量方法对城市土地利用程度进行评价,明确区域土地使用潜力差异,不仅是城市土地利用总体规划修编工作的重要内容,也是制定城市土地利用政策与管理措施的基础。本文在汲取国内外先进的相关理论、研究方法和实践调查的基础上,采用模糊神经网络方法建立了综合评价模型,并以济南市为例,对城市土地资源集约利用潜力评价作了尝试性的探讨。全文主要从以下几个方面进行了论述:首先,立足于国内外城市土地集约利用研究的理论综述和比较研究,运用系统、科学发展观、可持续发展和区位等的相关理论,分析城市土地集约利用的内涵,提出了本文对城市土地集约利用的再认识。其次,在探索城市土地集约利用的影响因素后,在城市土地集约利用指标体系确定的原则与方法指导下,确定了城市土地集约利用的综合评价指标体系。第三,确定利用模糊数学和神经网络相结合的模糊神经网络综合评价模型对城市土地资源集约利用水平进行评价研究。第四,针对济南市进行了城市土地集约利用的实证研究。在参考土地评价的原理方法和他人研究成果基础上,结合济南市的实际情况和收集到的资料数据设置了济南市土地利用系统具体评价指标体系,然后利用建立的基于模糊神经网络的综合评价模型对济南市城市土地利用集约程度进行了实证分析。最后,结合计算结果对济南市现有用地状况作出了评价和今后方向指导。更多还原

【Abstract】 In recent years,as the urbanization speeding up in China, scale expansion of urban land use, occupation of arable land is very serious, at the same time, inefficient use of urban land extensive very prominent phenomenon. Therefore, the city improve the efficiency of land use, intensive use of urban land caused by the theoretical community, the planning sector and the Government attaches great importance to the Department. The central leadership has repeatedly saving and intensive utilization of land made important instructions. Hu Jintao clearly noted that the construction in accordance with the requirements of a conservation-minded society, and actively explore the establishment of land and resources management of the new mechanism, the full implementation of the measures of land management, conservation and intensive use of land; Premier Wen Jiabao’s instructions, "put the stock of construction sites and promoting the intensive and economical use of land and are strictly essential aspect of land management ".If we say that the urban land intensive utilization resources for the purpose of economic and social development are to provide the protection of land resources, the urban land intensive utilization resources in real terms the level of evaluation is to improve the level of urban land intensive utilization resources as the core, through the intensive use of the level of the current situation assessment, analysis of cause the reasons for the extensive use of land and obstacles, and on this basis in order to explore the use of land resources in response to intensive way. In 1999, the Ministry of Land and Resources will be the urban land intensive utilization survey and evaluation of land resources survey as an important element, has selected the seven pilot cities (Fuzhou, Tianjin, Baotou, Changchun, Jinan, Yiwu, Nanjing) in town potential for urban land intensive utilization evaluation, land-intensive city began a prelude to the use of evaluation. Application of quantitative methods to the extent of urban land use evaluation, a clear regional differences in land-use potential, not only urban land-use master plan of the important work of revising the content, but also the development of urban land use policy and management measures.In this paper, learn advanced theory, research methods and practice of investigation, based on fuzzy neural network set up a comprehensive evaluation model, and the Jinan, the city the potential of intensive utilization of land resources, made a tentative evaluation Discussion. The full text of the main from the following aspects are discussed: First of all, at home and abroad based on urban land intensive utilization study the theory of synthesis and a comparative study of the use of systems, the concept of scientific development, sustainable development and regional and other relevant theories, analysis of urban land intensive utilization the connotation of the use is proposed in this article on the intensive use of urban land re-recognize. Secondly, in the city to explore the impact of urban land intensive utilization, of factors, urban land intensive utilization in the city to determine the target system under the guidance of the principles and methods to determine the city’s General Land Use Evaluation System. Third, determine the use of fuzzy math and the combination of neural network fuzzy neural network model of comprehensive evaluation of the intensive use of land resources in town to evaluate the level of research and evaluation process. In reference to the principles of land evaluation methods and others on basic research, combined with the actual situation of Jinan and the collected data set of land use systems in Jinan specific evaluation target system, then use established based on fuzzy neural network model of the comprehensive evaluation of Jinan land-use intensive empirical analysis of the extent.
