【摘要】 随着我国信息化建设的加速,移动通信得到了快速发展。为保证移动运营企业在激烈的市场竞争中取得有利地位,中国移动辽宁公司开展了GSM网十二期扩建工程项目,通过扩大移动通信网络规模,实现辽宁移动市场的广度和深度覆盖,为今后的竞争打下良好的基础。在移动通信基站建设项目实施中,如何在保证工程质量的前提下,处理好工程进度和建设成本之间的关系,是工程项目管理部门面临的挑战之一。本文结合辽宁移动的实际,深入分析公司在传统的通信基站建设工程管理中存在的问题及原因,运用现代项目管理的有关理论和方法,在此基础上对GSM网十二期扩建工程项目的项目管理进行优化设计,以期达到该项目管理在优质、高效的状态下运行,适应市场经济的需要,最终提高客户满意度的目的。这种研究对通信网络工程的建设有一定参考作用。更多还原

【Abstract】 The GSM net is the most important transmission network and the support network of Chinese Mobile service. as basic delivery platform the GSM net is the important part of national information infrastructure. With the sustained and rapid development of Chinese economy ,the demand of mobile communications business is also grown. The number of Mobile phone users has increased 93.924 millions in 2008, increase of 14.7%.It requires that the construction of transmission network in mobile company communication services should continue to maintain a rapid growth. So as a platform for telecommunications infrastructure, the importance and Urgency of construction about mobile communication station is very obvious ,and it becomes the important development link of Mobile Communications company. High-quality construction of communications station becomes one of the important measure to enhance the the core competitiveness of enterprises.Starting in 1995 after twelve years, Liaoning Mobile’s business development in accordance with the needs of mobile network development and the actual situation ,there are 11 projects for GSM networks .After Expansion, the GSM net’s coverage of town achieve to 92%, achieve seamless coverage for highway and continuous coverage for city and city、county and city、county and county roads. Based TD-SCDMA network construction instructions arranged by group , culminated of existing actual situation that network can not meet the requirements of customers and customer satisfaction rate decreased, mobile company should continue to expand market leading position of GSM network in Liaoning Province’s and meet the requirements of economic development and construction. Liaoning Mobile GSM 12 periods expansion project is focus as a mobile communications infrastructure in 2009.the mobile company plans to increase 957 stations to meet the scale needs of 22 million users of the network in June 2010.In this article, the author used Liaoning Mobile’s GSM network 12 expansion projects as a study case. The author studied it from progress、quality、risk of project management and analyzed problems and experience n lessons of the mobile communication network Construction , then the author made some suggestions aboutthese.In this article, the author instructed the characteristics of the Communication project. Because new technologies and new business of mobile communications industry are Continuous introduced, more communications construction projects showed some characters, for example: short construction periods, the characteristics of time-critical, and often Communication project’s complex technology, more investment, and participated in the more themes , Competitive projects , ever-changing external environment. These factors made our project have more risk than General project. So construction of mobile communication of project management has its own unique meaning.This article instructed the project management mode and discussed the problems of project management of the Liaoning Mobile Communication base station construction. The author think it must be optimized for project management because of some problems, for instance ,the progress of the project often can not be guaranted,the project quality is bad ,the cost of construction can’t be decreased, the interface of construction is not clear, lack of clear processes and organizations to support, lack of feedback and monitoring mechanism, assessment is not in place and so on. In this paper, the author first proposed the optimization principles and objectives of project management about construction of mobile communication base station .The author think the communication works itself is a very complex project and need to have effective management for introduction of advanced project management knowledge and experience in the whole process in order to control costs, ensure quality, progress, ensure high safety and high reliability in as much as possible the basis of risk reduction . The author studied the project management optimization of Liaoning Mobile’s GSM network from progress management、quality management and risk management.This article also made the countermeasures for the optimization of Liaoning Mobile GSM Network Expansion Project management base station .Firstly, it should improve the project manager system, Strengthen the management function, Practical approach to performance appraisal reform projects, highlight the core role of project manager, make the project manager really care about the economic efficiency ofenterprises and long-term development; Secondly, Strengthen the system construction, improve project management capacity, Communications companies should enhance the application level of project management .Apart from the problem at its source, mading the project construction management system standard as soon as possible, and madding effective measures enhance the progress of the management of enterprise applications enthusiasm. It is more important to improve the quality and level of the company through the full implementation of management and from a high degree of improving their market competitiveness. Thirdly, it must enhance the full participation of consciousness and improve the quality of project construction. We must fully realize that People are the creators of the quality, Bring into full the leading role of people. Directly as the project organizers, operators, command, and arouse people’s enthusiasm, Strengthen the quality of education, Learning communication protocols, norms and standards, improve the technical level, business level and the psychological qualities. So quality control must be "people-centered. The work quality of the people assurance processes quality, and promote the quality of the project.Fouthly, it should strengthen the construction of information, establish the system of project management information. Because the construction project sites, and a wide range, the line is long, harsh geographical environment, construction of dispersion, the complexity of construction projects, building design and construction time is short and project management characteristics of the system are relevant, Management business is very complex, a large number of data as well as the complex relationship of various handling need to use and store a large amount of in formations. It must be needed to adopt modern management methods and means and established project information management system.With the use of modern project management theory, through analysis of the characteristics of the telecommunications industry, the Significance of this article is that introducing modern project management in communication network engineering construction, then reaching the purpose of achieving the internal coordination management, improving efficiency, and ultimately improving the efficiency of communication base stations. This study have certain reference for Liaoning Mobile’s GSM Network Base Station construction. It will help Liaoning Mobile company to improve the Communication Network Construction, improve the overall service level of Liaoning mobile and enhance the core competitiveness of Liaoning Mobile.更多还原
