【摘要】 医疗保障制度是一个国家经济社会发展的“减震器”和“安全网”,对促进社会经济体制的改革与发展,减轻农民的经济负担,解决农民因病致贫、因病返贫问题,体现社会主义公平性原则等都起着举足轻重的作用。作为一项完整的社会保障制度,它应该包括城市社会保障和农村社会保障两个同样重要的方面。在中国的社会保障体系中,与城市社会保障相比,广大农村的社会保障体系建设严重滞后,已成为我国社会保障制度建设的薄弱环节,严重阻碍了农业经济的发展和农村社会的进步,影响到农村和整个中国的经济安全与社会稳定,成为推动我国现代化建设和农村市场化改革的瓶颈性障碍。农村社会医疗保障体系作为医疗保障体系的子系统,也是社会保障制度的重要组成部分,完善农村社会医疗保障体系,对维护农民身体健康,发展农村医疗卫生事业,促进经济和社会的持续、稳定与和谐,都具有重要的意义。湖南省是农业大省,经济发展水平较低。农村人口有5202万人,占总人口的78%,农民收入地区性差异大,因此如何针对湖南省的社会经济实际情况,充分利用现有资源,完善新型农村社会医疗保障体系,成为摆在我们面前的重要课题。本文共分五部分,第一章阐明了本文选题的背景及意义、对国内外研究文献进行了评价。第二章阐述农村社会医疗保障理论基础,并探讨了农村社会医疗保障体系建设的意义。第三章对湖南省农村社会医疗保障体系进行实证分析。第四章提出完善湖南省农村社会医疗保障体系的对策措施。最后对完善湖南省农村社会医疗保障体系的下一步研究作出展望。总之,农村医疗保障体系是一项复杂的系统工程,随着社会的发展还会出现很多新问题。建设高度发达完善的湖南农村医疗保障体系,我们任重道远。更多还原

【Abstract】 The social insurance system, acting as a buffer or a security network to the national economic and social development, plays a significant role in the reform and development of the social economic system, and in reducing the economic burden of the farmers and resolving their poverty resulting from their medical problems, in order to embody the principle of the socialist justice. A complete social insurance system includes two sides, which are of the same importance, that is, the urban and rural social insurance systems. In the Chinese social insurance system, insurance system in the widespread countryside, compared with that in the cities, is severely under-developed. Such a situation, which seriously impedes the development of the agriculture and the countryside and influences the economic security and social stability both in the countryside and the whole nation, has grown into a bottleneck to the improvement of our national modernization process and the rural marketing reform. As a subsystem of medical care system, rural medical security system is considered an important component of the whole social security system, perfection of rural medical security system has vital significance on maintaining rural residents in good health, developing the enterprise of medical treatment and sanitation and promoting stability as well as harmony between economy and society. Hunan Province is a big typical agricultural province, the state of economic development is lower. The rural population achieves 52.02 million, which accounts 78% of the total population, so it will become the important topic being suspended in front of us that how make a meal of the existing resources to solve the problem of perfection of rural medical security system according to the actual social economy situation of Hunan Province.This article consists of five chapters: The first chapter elaborates the important significances and background of the study; summarizes the related research on this aspect; the second chapter analyses the theoretical foundation of the rural medical security system and studies the importance of perfect the rural medical security system; the third chapter is based on the current situation of the rural medical security system in Hunan countryside, and it analyses the problem of the rural medical security system ;the fifth chapter mainly puts forward proposals for perfection of rural medical security system; finally, putting forward the conception to establish and perfect the rural medical security system for peasants group in hunan province.In short, the establishment of the rural medical security system is a complicated project, which will have new problems in future with social development. It is our heavy responsibilities to build up a highly developed and perfect rural medical security system in hunan province.更多还原
