县域国土主体功能区划分初探

【摘要】 主体功能区划分是国家“十一五”规划中所提出的一项重要措施,是对国土空间开发理念和模式及区域空间管制理论上的重大创新。这是落实科学发展观、转变传统经济增长方式、促进人与自然和谐发展的一项重要举措。而县域作为中国分布最广泛的行政基本单元,同时也是资源开发、环境污染和生态退化的最基本载体,以其作为实证对象可以更好的促进国家的长远发展。本文以陕西省韩城市(县级市)为例,结合了韩城市自然资源、环境及社会经济的实际情况,尝试在已经成熟的关于主体功能区的理论基础上,分别以生态敏感性分布、生态服务功能重要性、社会经济状况和土地建设适宜性作为单评价指标,分别将影响评价指标的单评价因子分为四个等级,建立韩城市主体功能区划分的指标体系,并且运用了专家打分的方式为各个因子订立权重。文章中使用了GIS软件的数字化、数据存储、空间配准、空间分析、图像出图等功能并结合RS遥感影像图的监督分类。分析过程中主要运用了GIS软件的空间栅格加权叠加法进行要素叠加,形成自然边界的单评价因子图,然后以乡镇为单元,使用面积分配的方式来进行行政单元的确定,并且为每一个行政单元订立相应的1、2、3、4的指标值。最终结合分区原则,运用SPSS软件的聚类分析法对于各个乡镇的指标数和进行划分等级,将韩城市的国土主体功能区划分为重点开发区、限制开发区和禁止开发区,并且依据不同区的不同特点提出了该区的发展方向及一定的政策导向。对于韩城市的区域经济发展,人口、资源环境的可持续发展提供了一定的参考。更多还原

【Abstract】 The main body function regionalization divides is an important measure which was proposed in the "11th - Five Year Plan". It is the significant innovation to the national territory space development and the pattern and the region coordinated development. This is very important way to carries out the scientific development、transform the tradition economic growth way and promote the person and a nature accord development. The county is the most widespread elemental area in China, meanwhile, It is most basic carrier which the resource development, the environmental pollution and the ecology degenerate, so researching it can promotion country long-term development better.This article takes the Han Cheng county as an example. I choose the ecology sensitivity, the ecology service function importance, the social economy condition and the infrastructure suitability as the list appraisal factor, then divides them into four ranks to establishes the Han Cheng main body function regionalization indicator system, and giving weight for each factor with the expect.The article used the GIS software’s digitization, the data storage, the spatial matching, the spatial analysis, the image to leave functions and the surveillance classification using RS. In the parsing process I mainly utilized the GIS software’s space lattice weighted-stack method to forms single factor pictures by the natural boundary, then take the villages and towns as the unit to divide the area by the administrative unit, and carries on the division rank using the SPSS software’s cluster analytic method regarding each villages’ and towns’ target number.
