【摘要】 产业集群作为一种为创造竞争优势而形成的产业空间组织形式,具有的群体竞争优势和集聚发展的规模效益是其他形式无法比拟的。在经济全球化的今天,产业集群化已成为全球性的经济发展潮流,产业集群构成了当今世界经济的基本空间构架。国内外实践已经证明,产业集群是提高区域经济竞争力的有效途径,被不少专家认定为区域经济发展的新亮点。西部大开发战略给新疆带来了前所未有的发展机遇,新疆作为西部大开发的重点区域,必须把握机遇,发展经济。自2004年新疆自治区党委和人民政府实施乌昌经济一体化战略以来,乌昌地区充分发挥了其在天山北坡经济带乃至全疆经济发展中的龙头作用,经济社会事业持续快速发展。但是在乌昌经济一体化进程中,产业结构不合理,经济整体水平和增长质量不高,自主创新能力弱等诸多问题日益凸现。产业集群作为一种能够有效提升区域竞争力的经济组织形式,能够很好地解决以上问题。因此,以现有的产业集群理论为基础,对乌昌地区产业集群进行识别,针对不同的分析结果培育相应的产业集群,促进产业集群的发展,对于乌昌地区乃至全疆产业竞争力的提升和产业有序协调发展具有重要的现实意义。本文使用区位商、行业集中度等方法,对乌昌地区产业集群进行了识别,认为乌昌地区的产业集群极可能出现在电气机械及器材制造业、金属制品业、煤炭开采和洗选业、食品制造业、化学原料及化学制品制造业、非金属矿物制品业等六个行业中。乌昌地区产业集群的发展存在着政府的大力支持、优越的地理位置、完善的基础设施、非公有制力量的不断壮大等有利因素,同时也存在政府在经济发展中行政干预过多、中心城市的产业集聚与扩散受阻、产业结构趋同、经济发展各自为政和兵、地、油难以融合等制约因素,因此需要建立以产业集群促进区域经济发展的观念,完善和提高政府调节集群培育的作用,着力培育有竞争优势的产业集群,调整产业组织结构,才能促进乌昌地区产业集群的有序发展。更多还原

【Abstract】 As a sort of industrial special organization form for creating competitive advantages, industrial clusters have advantages of clustering competitive and scale benefit that no other forms can compare. With the economic globalization, industrial clustering has become the economic trend of the globalism and the basic spatial skeleton. It had been practically proved by home and abroad that the industrial clusters are the effective way to promote regional economic competitiveness and regarded as new stars of the regional development.Western Development strategy has brought unprecedented opportunity for Xinjiang. Being an important role in Western Development, Xinjiang should seize the opportunity to develop its economy. Since the application of economic integration of Urumqi and changji by Xinjiang autonomous region party committee and people’s government, Wuchang Zone has been developing continually fast for taking full advantage of its leading role. However, many problems arose in the process of economic integration, such as unreasonable industrial structure, the low quality of the economy as a whole and growth level and the weakness of independent innovative etc. This paper implements two approaches including LQ and CRn to identify industrial clusters in Wuchang Zone and conclude that industrial clusters are likely to exist in manufacture of electrical machinery and equipment, manufacture of metal products, mining and washing of coal, manufacture of food, manufacture of raw chemical materials and chemical products and manufacture of non-metallic mineral products. It exist some favorable factors as governmental support, predominant geographic location, comprehensive infrastructure, the growing-up of non-public ownership and adverse factors as government’s excessive intervention, hindered industrial agglomeration, diffusion of central city in the development of Wuchang Zone and difficult integration of Xinjiang Production &Construction Group,local government and state-owned enterprises. We need to build up conception of boosting regional economic development with industrial cluster, improve the government role of adjusting cluster cultivation, foster competitive industrial clusters and adjust industrial organizations, only in this way can we promote the development of industrial clusters in Wuchang Zone.更多还原
