【摘要】 经济全球化的发展,既要求参与者实行市场经济体制,又要求其开放市场。各国都面临着如何在开放的市场环境下发展经济、积极参与国际竞争与合作、提高国家和产业的综合竞争力的问题。正确认识环境的变化和它对经济体系、市场体系及企业的重要影响,及时地、积极地采取相应的对策和措施,对中国经济和企业进行重大的调整,使中国经济和企业融入全球经济之中,是在21世纪中国经济持续高速发展的关键之所在。从1978年到2007年,河南省进出口贸易总额一直保持比较高的增长速度,由1.2亿美元增加到128.0亿美元;其中出口额从1亿美元增加到83.95亿美元。特别是“十五”期间,进出口贸易总额和吸引外资都达到了历史最高水平。然而总体来说,河南省对外开放程度和质量在全国乃至中部都属于低水平,与之对应的是河南省较高的经济增长和经济总量,河南省对外开放程度与经济增长有怎样的内在关系是研究河南省如何更好的促进经济增长的一个重要问题。本文在借鉴国内外对外开放度研究成果的基础上,提出用贸易开放度、投资开放度和金融开放度组成的指标体系来衡量地区开放程度,并结合河南省实际情况,消除一些影响小和数据残缺的个体指标,实际用贸易依存度加直接投资依存度来衡量河南省及各地市的对外开放程度,并比较了中部五省对外贸易状况和对外开放度差异情况。通过河南省对外开放度对经济增长影响的效应分析和实证分析,并结合河南省对外开放的实际现状,提出了河南省在扩大对外开放以促进本地区经济增长过程中存在的问题,据此进一步提出了解决问题的政策建议。本文的创新在于:(1)借鉴国内外有关对外开放度与经济发展的研究成果分析河南的具体问题。(2)在理论综述的基础之上建立模型,通过分析贸易开放度和外资开放度与经济增长之间的关系,选择能合理反映区域开放程度的指标。(3)通过河南各市和中部六省对外开放度的的横向比较,衡量河南的开放度水平及区域差异,并提出相关政策建议。本文结构分5章:第1章为绪论部分,概括介绍本文的写作背景和现实意义、国内外研究文献综述、研究思路、方法和结构;第2章是有关对外开放度理论的总结,介绍国内外对外开放度的概念、测量、影响因素及区域经济发展的有关理论;第3章是河南省对外开放度的分析,有河南对外开放的历程与现状、河南各地市对外开放度测算、河南与中部地区对外开放度的比较,从定性和定量两方面阐述对外开放度的演变过程、区域差异;第4章是河南省对外开放度与经济增长的实证分析,建立计量模型,对于河南对外开放度对河南区域经济增长作用程度进行相关分析,研究经济增长和对外开放度之间的关系,并对结果进行分析和解释;第5章是对提高河南省对外开放度促进经济发展提出政策建议。更多还原

【Abstract】 With the development of globalization, marketing economy system as well as opening up its domestic market for anticipating countries is required. We are all facing the question of how to develope economy and anticipate the international competition & cooperation and enhance industry and comprehensive competence under the opening marketing environments. It’s the key point of keeping our economy sustaining development with high speed in the 21th century to get a clear understand the changing of environments and its vital influences to our marketing economy system and enterprise as to adopt corresponding measures to regulate Chinese economy and enterprises significantly and merge to the globalization harmoniously.The import &export trade volume of Henan province kept a higher increasing speed and aggregated 128.0 hundred millions from 1.2 hundred millions from 1978 to 2007, and export volume increased from 1 hundred million to 83.95 hundred millions. The import &export trade volume and FDI amount reached the highest level of Henan in history especially during in the "ten-five schedule". Compared with its higher growth rate and aggregation of economy, yet the level of Henan’s economy opening degree to outside and quality is lower than the whole nation even lower than other central cities in China. Is there an internal relationship between Henan’s economy openness and economy growth?In foundation of researches on economic openness home and abroad, this article picking up trade openness、investment openness and finance openness as a index system to evaluate the openness of a region. Combinating with Henan’s status quo and considering a certain index that have Small influence and short of data, using trade dependence and FDI dependence to evaluate the openness of Henan actually, then comparing the difference of trade condition and openness between the six central provinces and Henan’s 18 municipalities. Based on the empirical analysis of relationship between the economic openness and economic growth in Henan province, this article brings up some political suggestions on promoting Henan’s opening up and economy growth.The innovation of this article are : 1)based on researches on economic openness home and abroad, analyses Henan’s specific issues. 2)analyses the relationship between trade&FDI openness and economic growth then pick up appropriate indexes and build a model. 3) Comparison the data of six central provinces and Henan’s 18 municipalities, evaluate Henan’s openness and inter-regional differences, then address politcal suggestions.更多还原
