【摘要】 招投标制度是国际通用的的工程承发包模式。国外应用清单计价模式实施招标的经验表明,其是适应市场经济的有效的资源配置方式,由于起步晚,清单计价方式和基于清单计价模式的评标在我国有很大的改进和发展空间。评标是工程项目实施的前提,也是决定招投标工作能否成功的关键因素。然而,目前国内的评标工作由业主或者咨询公司组织评标委员会来进行,在此过程中,由于主观性较大、定性因素较多、定量分析较少,使评标的公正性和公平性受到影响。在对工程施工的清单计价招标进行评标时,我国常用的是综合评估法和合理低价中标法。这些方法存在的缺陷是不能满足清单计价的需要,将投标人的商务和技术标结合起来,因此不能客观评价投标人的管理水平及技术水平和保证选拔出最优的承包商。本文针对现有评价方法的缺陷,将价值工程理论引入评标定标,为清单计价模式的工程施工招标提供了一个新的思路和定量分析方法。本论文首先分析了国内外清单计价和清单计价模式下评标研究现状,指出我国实际存在的问题,然后阐述了传统评标方法和采用价值工程方法的理论依据,构建项目的评标指标体系,并用层次分析法确定指标权重,建立起项目施工招标的价值工程评标模型,并对某单位1#住宅楼施工招标项目进行价值工程评标实例应用。从应用的角度看,价值工程评标模型并没有完全抛开综合评估法,而是对其的有益补充和修正。价值工程评标模型寻求功能和成本的最佳平衡点,以获得最佳的综合效益。案例评标结果与实际的评标结果基本吻合,这表明整个评标模型的指标选取和数据处理是可行的,模型计算结果是合理的。更多还原

【Abstract】 The bid system is a kind of international and effectual pattern to select contractor. The experience of tender applying BOQ mode oversea indicates that it is an effectual method to disposition resources and it adapts to the market economy. It has a very big improvement and development in our country on the base of BOQ mode in evaluating the project price and tender because of starting late. Tender evaluation is the premise stage of engineering project implementation, and it is the key factor whether a bid work is successful or not. However, the domestic evaluation of tenders work at present is often carried on by the tender committee, who is organized by the owner or the consultant firm. In this process, the fairness of tender evaluation is suspected because of the big subjectivity, the many pacing factors and few of quantitative analysis.Two kinds of approach are most used in domestic project construction bid apprising: comprehensive evaluating and reasonable-low price evaluation. But the approach can’t actually evaluate bidder’s management level and technical level. So the successful bidder is not always the best tender. In view of the existing assessment method flaw, this thesis introduces value engineering theory to project construction bid evaluating. VE provides a new thinking of quantitative and analytical way.This thesis first analyzes the domestic and foreign price pattern of BOQ mode and present bid evaluating research situation under the mode firstly, and points out the existed problems and uncertainty existing in project BOQ appraise. Then elaborate traditional bid evaluating and theoretical basis of VE. The target system of pre-censor about corporation’s qualification and bid evaluating index is founded, and with AHP definite target weight. VE evaluation of project construction tenders model is established. An example about some unit 1 apartment building construction tender project is carried on the VE evaluation.VE model doesn’t abandon from CE. But it is beneficial supplement and revision. VE model seeks the best balance point about function and cost, and obtains the best combined earnings. The result of the case and the actual evaluation of tenders result tally basically. This indicated the entire evaluation of tender model in the target selection and the data processing is feasible. And the model computed result is reasonable.更多还原
