【摘要】 就业难与“技工荒”并存的环境下,职业教育面临多重挑战。要求行业企业参与职业教育的呼声越来越高。但是由于文化传统、政策体制等方面上的原因,行业企业对深度参与职业教育普遍兴趣不大,这已经对我国职业教育的发展产生了严重的负面效应。本文设想从比较国外职业教育比较发达的国家如何从法律上、政策上、运行机制上提高行业企业深度参与职业教育着手,着眼行业企业参与职业教育的薄弱环节,为我国政府在行业企业参与职业教育过程中的决策提供参考。首先,本文借鉴“企业社会责任”理论及美国学者MarkS·Schwartz的企业社会责任动力模型,简要梳理行业企业参与职业教育的动力要素。指出行业企业参与职业教育动力机制的最佳模型是“政府主导型”。其次,本文主要介绍德国、澳大利亚和英国行业企业参与职业教育的动力机制。归纳起来,它们动力机制的主要特点是:一是政府不断强化干预;二是倾向于从需求—供给角度发挥政府作用。行业企业视为政府发展职业教育的合作伙伴和利益相关者,行业企业即是职业教育的需求方,也是职业教育的供给者。国家政府在行业企业参与职业教育动力机制中主体作用主要体现在:企业职业教育准入机制、企业职业教育经费补贴机制、建立行业企业参与职业教育内部管理体系与制度是保障行业企业参与职业教育顺利运行的工作机制、政策倾斜,制度规范行业企业具体职业教育行为。然后,分析我国行业企业参与职业教育的应有机制和现有机制的缺失,从外部保障机制和激活企业内部需求两个维度出发,提出构建我国行业企业参与职业教育的设想。更多还原

【Abstract】 In the condition of employment difficulty and artificer shortage, vocational and technical education faces many serious challenge. The voice of industry and enterprise participating in VET is getting higher and higher. However, due to cultural traditions and political systems, industries and enterprises are not interest in deeply participating in VET, which has been a serious negative effect on the development of VET. This paper compares three foreign country which are more developed in VET increse industry and enterprises interesting in VET by the legal, policy, operational mechanism, and it focus of attention on the weaknesses of industry and enterprise participate in VET. The object of this article is providing reference for our country in incresing industry and enterprises interesting.Firstly, this paper draws lessons from the relevant theories about the corporate social responsibility and Mark S·Schwartz’s dynamic model, and briefly summarizes the motivation essential of industry and enterprise participation in VET. On the basis of this, it point out that the best model of motivation mechanism of industry and enterprise participating in VET is"Govermetn-led".Secondly, the paper mainly introduces the motivation mechanism of Germany, Australia and Britain. In conclude, the characteristic of those motivation mechanisms are continuous govenmnet enhancement and intervention, and trend to play government function from the supply and demand angle. As the government’s partnerts and stakeholders in VET development, industries and enterprises Are both the demand and supply side of VET. Government is the leader of constructing the motivation mechanism of industry and enterprise participating in VET. It constitutes admittance mechanism and financial mechanism of industry and enterprise participate in VET, and it establishes management system that guarantees industry and enterprise smoothly participate in VET.Thirdly, this paper analyses the Deletions of due and existing mechanisms of China’s industry and enterprise participation in VET.This paper suggests that constitute Chinese motivation mechanism of industry and enterprise participate in VET should base on two dimension: external guarantee mechanism and activate internal demand.更多还原
