【摘要】 公路作为国有基础设施,由于投资巨大且直接经济效益较差但对周边地区经济增长带动明显,因此通常由国家、政府负责投融资和建设,其风险也主要由国家和政府承担。目前,重庆市、区县两级政府是重庆公路建设项目的主要投融资者。本文从公路的一般特征、国内行业发展现状及规划和投资体制与环境入手,阐述了国内外公路建设投资的主要模式;结合财务风险管理的基本理论,揭示了公路建设行业的投融资风险,以及这种风险的共同性和差异性;文章着重分析了重庆市公路建设项目的投融资现状,包括投资体制、投资规模、资金来源、投资政策和存在的问题;围绕重庆市的“十一五”公路建设规划和目标,从投资可行性的角度分析当前重庆市公路建设融资渠道、财务风险和政策制定,推论这一地区公路建设发展的走势及投资效果。文章收集整理了相关金融机构对国内及重庆地区公路建设项目投融资风险的评价,并根据重庆市政府部门的“十一五”公路建设规划的资金筹集方案和公路项目投入产出情况预测分析,提出了重庆市公路建设项目投融资风险的具体表现。文章还运用财务现金流量管理理论和政府公共行政管理理论对已经建成的两个公路项目进行了投资风险分析。最后,文章从重庆市政府公共行政管理的角度,为维护地区经营性公路项目投资市场和政府还贷公路项目投资体制健康发展,提出了重庆市公路建设投融资风险控制策略,包括:转变政府角色,改革创新体制,优化投资政策,开放投融资渠道,定期评估风险,危机管理,政府财政参与。更多还原

【Abstract】 As a state-owned infrastructure, highways due to a large investment and direct economic benefit poor, but also the surrounding areas of economic growth to improve significantly, the government is responsible for highway usually investment financing and construction, and its risks are mainly determined by the government.
