石油化工企业环境安全现状评价及其应用研究

【摘要】 目前石油化工企业环境安全现状评价的理论方法研究和实践工作相对匮乏,为了推动环境安全现状评价的实施,提高环境安全现状评价以及环境保护措施的有效性,完善石油化工企业的环境管理,急需开展石油化工企业环境安全现状评价的研究工作。本文首先在探讨建设项目环境安全现状评价的定义及内涵、地位、作用和评价原则的基础上,针对石油化工企业的污染特点与石油化工企业环境安全现状评价指标体系、方法匮乏的现状,根据实际工作的需要,提出了开展石油化工企业环境安全现状评价的必要性,初步构建了石油化工企业环境安全现状评价的理论框架,确定了其评价程序、范围、内容和评价方法。然后将以上理论与方法应用于某石油化工企业的环境安全现状评价中;最后还将信息处理技术引入到环境安全现状评价中,建立了环境污染因子信息处理软件系统。运用对比法、图表分析法、指数法、公众参与法、危险度评价法等多种方法对某石油化工企业的大气环境、水环境、环保措施以及实施效果进行了评价,评价结果表明:①该石油化工企业的大气环境质量为二级(良好),安全程度为二级(安全),说明大气环境安全质量受该石油化工企业生产废气的影响不大;②长江道仁矶江段水质达到国家标准的三类,主要是受生活污水的影响,而该石油化工企业的生产污水对其影响不大;③松阳湖污染较严重,水质量达不到三级,安全度属于四级(中度危险),说明松阳湖水质受该石油化工企业生产污水的影响比较严重;④选用的对比法、图表分析法、指数法、公众参与法、安全度评价法等多种方法是合理可行的,适合于环境安全现状评价。
【Abstract】 At present,the research on theoretical methods and its application for environmental safety assessment of Petrochemical Enterprise are comparatively in short.In order to put the environmental safety present assessment into practice,improve its effectiveness and the environmental protection measures and perfect the environment management of Petrochemical Enterprise,therefore,it is very urgent to carry out environmental safety present assessment for Petrochemical Enterprise.On the basis of discussing the definition,intonation,situation,function as well as principle of environmental safety present assessment as a construction project,pointing at the pollution features of Petrochemical Enterprise and the bad present condition of its index system,and in line with the practical need,this paper has put forward the necessity of the environmental safety present assessment system for Petrochemical Enterprise, initially established its theoretical sketch and also defined the procedure, scope,content and present assessment methods of the environment safety present assessment.Then the above-mentioned theory and related methods are used to assess the environment safety of some Petrochemical Enterprise. Finally,the information processing technology is introduced to the environmental safety present assessment,and the digital factor information processing software system for environment pollution is also constructed.The atmosphere and water environment of the Petrochemical Enterprise are evaluated by means of such assessment methods as comparison,diagraph analysis,index,public-joining and danger-grade.The results show that:①The atmosphere quality grade of this Petrochemical Enterprise belong to Grade Two(better),and its safety grade is Grade Two(safety),which indicates that the waste gases have little influence on the air.②The water quality of Daorenji section in the Yangtze River reaches Grade Three of national standard,which is not effected by the waster water in production but mainly by the municipal sewerage③The SongYang River is polluted seriously,of which the water quality can’t reach Grade Three and its safety grade belongs to Grade Four(Middle danger),showing that the water quality in Songyang River is highly affected by the waster water produced in the course of production in this Petrochemical Enterprise.④The above-mentioned chosen assessment methods are feasible and reasonable for the environmental safety present assessment.
