结构变动对制造业技术效率影响的实证研究

【摘要】 制造业作为一个国家工业化水平的标志,它是国民经济发展的重要增长点,它的发展不仅关系到工业现代化的实现和经济社会的发展,而且关系到国家安全的基础保障。虽然自改革开放以来,我国制造业获得了飞速的发展,但是与此同时制造业的发展日益受到环境承载能力的制约,严峻的现实情况敦促我们必须改变原有的发展模式,探索出一条新的制造业发展道路。在产业的发展过程中,产业结构起着重要作用,产业结构变动已成为促使产业发展的有效途径,因此本文结合制造业的产业特点测算了我国各省市制造业结构的变动情况,同时建立了环境约束下的制造业技术效率模型,并利用该模型对我国各省市制造业的技术效率水平进行了测算,希望通过寻求结构变动与技术效率水平之间的关系,为我国制造业技术效率水平的提高提供理论参考,这对现阶段我国制造业的发展具有一定的理论和现实意义。本文从结构变动方面探索提高我国制造业技术效率水平的方法,目的在于研究在当前的环境压力下,如何通过结构变动来提升环境约束下的我国制造业技术效率水平,以寻求环境保护和产业发展的“双赢”局面。论文在简要对国内外有关产业结构和技术效率的研究进行综述的基础上,首先分析了制造业结构变动的原因和我国的制造业结构变动情况,然后对本文技术效率的研究角度进行了界定,并探讨了结构变动与技术效率之间的内在联系,进而分析了结构因素对我国制造业技术效率水平提高的影响途径。随后,在理论分析的基础上,对我国29个省市的制造业技术效率水平进行了测算,并在此基础上应用“DEA-TOBIT”模型,实证检验了理论分析,证明了结构变动对技术效率存在显著的影响,研究表明结构趋同阻碍了制造业技术效率水平的提高,而结构变动速率的加快和区域集聚状况的强化促进了制造业技术效率水平的提升。最后,本文根据实证研究的结论和我国制造业的实际情况,从产业结构的角度提出了促进制造业技术效率提升的政策建议。

【Abstract】 As a symbol of the state’s industrialization level, the manufacturing industry is an important national economic development growth points, it is not only related to the development of industrial modernization and the realization of economic and social development, but also to the basis of national security protection. Although, since the reform and opening policy, China’s manufacturing industry has a rapid developed, But at the same time, the development of the manufacturing industry constrains by the carrying capacity of environment, the grim reality of situation urges that the china must change the original mode of development, explore a new path of development. The industrial structure plays an important role in the course of industrial development, changing to the industrial structure has become an effective way to industrial development. Therefore, combining the characteristics of the manufacturing industry, the author measure China’s provinces and cities levels of structure changes. At the same time, constructing the technical efficiency model of manufacturing under environmental constraints and using the model calculates the China’s provincial and municipal levels of technical efficiency, hoping to seek the relation between the structure changes and level of technical efficiency and finding a way to deal with the problems which happened in the development. That means this article has realistic and academic meanings.The aim of this paper which researches the effect of structure changes on technology efficiency of manufacturing industry is to find how changes in the structure to enhance the level of technical efficiency of China’s manufacturing industry under the current environmental constraints and to seek the development of a "win-win" situation. On the basis of summarizing all the researches about structure changes and technical efficiency, the author firstly analyzes the reasons of structure changes and the structural changes of the manufacturing sector in China. Then author gives the conception of the technical efficiency and explores the intrinsic link between the structure changes and technical efficiency, then analyzes the way of effect of structure changes on technology efficiency of manufacturing industry.Subsequently, on the basis of the theory analysis, the author calculates the China’s 29 provincial and municipal levels of technical efficiency and applies "DEA-TOBIT" model to analysis the effect of structure change on technology efficiency of manufacturing industry. The research shows that the structural convergence hinders the technical efficiency of manufacturing level. The increasing rate of structural changes and the enhancing status of regional aggregation promote the level of technical efficiency of the manufacturing industry.Finally, According to the conclusions of empirical research, the author gives some policy recommendations on how to promote the technical efficiency of the manufacturing industry from the perspective of the industrial structure.
