【摘要】 随着我国经济的不断发展,城市化、工业化己进入高速增长期,各项建设每年需要大量的土地。实践证明,经济的发展、人们生活质量的提高,必须以合理配置、集约利用土地资源为前提。本文基于这一时代背景,着眼于和经济发展密切相关的建设用地集约利用问题,以湖北省为具体研究对象,在吸取国内外关于土地集约利用相关理论、研究方法的基础上,对建设用地集约利用进行了理论的探讨和实际情况的分析。界定了建设用地集约利用的概念和内涵,分析了建设用地集约利用的理论基础及影响建设用地集约利用的因素,说明了建设用地集约利用是一项多方面相互影响的复杂的社会系统工程;采用主成分分析法,对湖北省各项建设用地的集约利用现状、水平变化、潜力等进行了定量和定性相结合的实际研究。从得出的数据结果发现湖北省建设用地土地承载力水平呈下降趋势,表明湖北省建设用地在某种程度上出现粗放利用的势头;对数据结果所反映出来的问题进行了深入的剖析,具体分析了问题所在和产生问题的原因,有针对性的提出了解决对策;阐述了“机制”的含义和构建建设用地集约利用机制的意义。在深入分析研究国外关于土地集约利用先进经验的基础上,结合湖北省建设用地集约利用的实际工作,对旨在促进建设用地集约利用水平各种措施进行了系统的整理和理论上的升华,首次构建了湖北省建设用地集约利用机制。以期对湖北省乃至全国建设用地集约利用产生积极的影响。更多还原

【Abstract】 The Urbanization and industrialization have been arrived a rapidly development period with the continued development of home economy, so the land which demand for building is abundant. Practice have proved that intensives utilize built-up land and collocate land resource in reason is the precondition of the development of economic and the improvement of the condition of people lives. This article based this time backgrounds , towards the intensives utilize built-up land problem which tie up closely to the economy development , and then take the Hubei province as specific research object, back on extracting the intensives utilize built-up land concerned theory and research methods both home and abroad , in order to make the academic enquiry and analysis of practice complexion. Limit the concept and connotation of intensives utilize built-up land theory , analysis the foundation of intensives utilize built-up land theory and the influenced factors of intensives utilize built-up land , and then illustration the proposition that intensives utilize built-up is a complicated and inter- influence aspects social system program. Then adopt the analytical method of main component, making quantitative and qualitative coalescent empirical demonstration analyze on status, level change and potential of intensives utilize of building land of Hubei province. The data results suggested that the downtrend of Hubei”s built-up land carrying capacity level. It suggested that there exit a careless tendency in a degree of utilizes of built-up land of Hubei province. This article made thorough analysis about the problem which betrayed by the data result, and then found out the nature and causation of utilize of built-up land problem, then, provided counter measured which aim at resolving the problem. Illustration the signification of“system”and the significance of constructing the mechanism of intensives utilize built-up land.Based on thorough analysis about abroad advanced experience on intensives utilize built-up land, combine the practical work on the intensives utilize built-up land of Hubei province, aim at promotion the systematical coordinate of measurements of intensives utilize built-up land and make theoretic sublimation.
