【摘要】 环境问题是世界城市化进程中的重要热点问题,城镇垃圾的处理、处置是当前城镇环境问题的一个重要内容。在我国城市化进程中,社会经济高速发展对城镇垃圾处理也提出了更高的要求。我国城镇垃圾处理工作起步较晚,起点较低,目前存在着管理落后,技术水平低,效率低等问题,如果得不到很好的解决,这些问题都会影响到城市建设、居民生活和可持续发展。本文以珠江三角洲地区社会经济发展及城市化过程为背景,结合该地区小城镇生活垃圾处理的特点,以城镇系统理论为基础,提出了针对该地区小城镇垃圾优化处理的管理模式与技术方法。在管理模式的论述中,本文主要介绍了小城镇垃圾处理的“区域性管理”模式,即突破行政区域的制约,由一定地域范围的若干小城镇构成完整的垃圾处理系统,通过对区域范围内垃圾处理的技术、经济、人力、自然条件等各种资源再优化配置,实现社会环境与经济效益的统一;和以“区域性管理”为前提条件的“村收集、镇运输、市处理”三级管理模式,明确了“区域性管理”背景下的小城镇应主要承担垃圾转运的职能。在技术方法的论述中,本文依据规划区域内各城镇的空间联系特征,进行了处理组团的划分,然后根据选址理论和临界费用原则,在组团镇域内进行中转设施的选址,最后从主导技术确定、设施选址、资金预算等角度来确定整个规划区域内垃圾处理方案。最后,本文选取了广东省中山市与古镇镇市镇两级垃圾处理系统为实例进行优化研究,并对研究结果进行了详细论证。更多还原

【Abstract】 Since the environment problem has been one of the vital issues during the world’s urbanization process, treatment with Municipal Solid Waste (MSW) becomes the main contents of the small towns’environment problem right now. Higher requirements to the MSW treatment are put forward by the great development of the economic. In our country, treatment with MSW is still at a low level, many exiting problems such as laggard management, lower technique, and inefficiency will certainly influence the city construction, people’s living as well as Sustainable Development if not solved properly.Under the background of the development of the Pearl River Delta as well as the urbanization process, the paper, which is based on the town system theory, and the MSW treatment characteristic of the area, provides optimized management model and technical method towards small towns in this area.In the management model, it mainly introduces the“area management model”of the small towns’MSW, that is getting rid of constrains of administration, then several small towns during an area constituting a complete“Garbage Disposal System”. In the system, social environment and economic efficiency can reach unification by configuring the areal technology, economic, manpower, natural condition and etc. Moreover, in the section, it also provide a“three level management model of the village collection, the town transportation, the city handling”, whose precondition is area management, so that we can find out the small towns’functions in garbage transferring.In the section of technical method, according to the towns’space linkages, the paper makes a compartmentalization, and then based on the site selection theory and critical cost principle, it chooses a transfer establishment during the town group. Finally, it defines the blue print of the solid waste treatment in the programming area from a variety of perspects.At last, the paper takes Guzhen town, and Zhongshan of Guangdong Province, as a paradigm, studying their two level treatment system, and provides an detailed argumentation about the result.更多还原
