高机动化条件下城市自行车交通规划问题探讨

【摘要】 我国是自行车王国,城市自行车交通的发展经历了一个由快速增长到平稳发展的时期,己基本趋于饱和,但是我们对自行车的管理并没有足够的重视。目前,随着城市化进程以及出行高机动化进程的加快,大量无序发展的自行车与高速发展的机动车混行现象严重,己经成了城市道路阻塞的主要因素之一,并带来了很大的安全隐患。因此,处理好城市自行车交通问题,是解决城市交通问题的关键之一。本文介绍了国内外对自行车交通的研究现状,以及我国城市中自行车交通的现状,并对自行车交通特性进行了分析。在此基础上,结合SWOT战略分析模型,通过分析自行车交通自身的优势与劣势以及城市整体交通环境、政策环境给自行车交通带来的机会与威胁,在SWOT模型发挥优势,克服弱点,利用机会,化解威胁的基本思路下得出本文观点:自行车交通是我国城市在发展过程中值得重视的一个环节,在城市化进程加快、高机动化的条件下,应该进行合理的自行车交通规划与管理,将自行车交通规划作为城市交通规划的一部分。对于自行车规划实行远近结合的原则。近期主要采取自行车交通系统区块规划模式,主要从路网规划、交叉口改善、自行车停车场建设、自行车交通管理四个方面进行合理适度的规划,建立分级自行车路网系统,实现机非分离,提倡区域内自行车出行,发挥自行车短距离内快速、方便、经济环保、“门到门”的优点,减少自行车长距离出行以及跨区域出行,减少城市主干道上自行车交通流量,减少城市交通的压力。远期的自行车交通规划要与城市总体规划与城市交通总体规划相结合,逐步建立一个近距离内以自行车出行为主,远距离采用“自行车+公共交通”换乘的出行模式,建立一个以自行车和公共交通为主体的绿色交通系统。

【Abstract】 China is a kingdom of bicycle. City bicycle traffic through a period of rapid growth to stable development, itself has tended to saturation. However, we have not paid enough attention to the bicycle traffic management. At present, urbanization process as well as vehicle travel in city has been accelerated, large amount of disorder bicycle and vehicle Conflicts together. That became one of the key factors of urban traffic congestion. That also created a serious safety problem. Therefore, handling the city bicycle traffic problem is one of the keys to solving the traffic problems in cities.This paper briefly reviewed the development of the traffic research in both china and Abroad, and researched the urban bicycle traffic situation in China, analysis bicycle traffic characteristics. On this basis, use SWOT strategy analysis model, analysis the advantages and disadvantages of bicycle traffic also the Opportunities and Threats that brought by urban traffic situation, environmental policy. With the SWOT analysis model, Play to its advantages, Overcome weaknesses, Take advantage of opportunities, Defuse the threat, Research this point: urban bicycle traffic is a link that is worth paying attention, with the acceleration of urbanization and vehicle travel we should get reasonably planning and management of bicycle traffic, to make it a part of urban planning and construction. Bicycle traffic planning and implementation should use the principle of combining.Mainly take bicycles block traffic planning model system at present. The planning is mainly from the road network planning, intersection improvements, bicycle parking, bicycle traffic management for research. Establish a hierarchy bicycle road network system, separate bicycle and vehicle, promote bicycle travel in region, avoid long-distance bicycle travel, take the advantages of rapid, convenient and economic, green,, "door-to-door", avoid long-distance travel, reduce bicycle traffic in mainly road, to reduce urban traffic pressure. Long-term bicycle traffic planning should combine with the urban panning and city traffic panning. Gradually build up a system that use bicycles in short- distance, use“bicycles+ public traffic”in long-distance, build a green traffic system mainly by bicycle and public traffic.
