【摘要】 政府在社会发展中起到不可替代的作用,在社会不断发展的过程中,政府的规模也相应地不断扩大,这样才能满足社会不断对政府所提供服务的需求。但是,由于政府拥有垄断权,政府官员一般就拥有了“特权”,因此,政府规模根据社会需求不断扩张的同时,往往会超出社会所需,不仅如此,政府人员因为拥有了权力,往往会利用职权享受除本身应得的工资福利以外的“福利”,这样就造成了政府行政成本的不断增加,从而对经济产生负面的影响。保持恰当的政府规模是政府有效运作的必要条件,也是能否促进经济、社会更快、更好地向前发展的前提条件。当今世界各国都很重视控制政府官员的规模,我国当然也不例外。近年来社会各界对我国政府官员规模问题高度关注。对此问题的看法,较为普遍的是认为我国政府人员规模过大,应当大幅度裁撤。本文从宏观经济总量角度出发,以索洛经济增长模型和跨期叠代理论为基础,构造了一个可计算的一般均衡模型,从理论模型中可以认识到一般情况下政府公务员过剩并不是简单的人员过剩,而是由于机构的设置不合理导致的低效率或是政府官员的腐败、浪费行为等因素导致行政成本过大,消耗的资源过多,从而使我们认为政府的规模过大。并且当政府公务员规模是合理时,会通过对投资的促进作用从而增加人均资本,促进经济的发展,从而提高经济平衡增长路径时的平衡人均资本以及人均产出,反之则反是。利用计量模型的实证研究发现,行政管理费逐年大幅增加,现阶段的行政管理费对经济已经产生了负面的影响。尽管行政管理费中包含了社会必需的支出,但是由于政府规模的过大和财政浪费的过多,使得这些对经济产生负面影响的力量超过了对经济产生促进作用的力量,从而使得行政管理费对经济总的影响是负面的。从而更说明了我国必须大力进行政府机构的改革。更多还原

【Abstract】 The role of government is unsubstitutable through the development of society, through the process of development of society, the government’s scale is extending accordingly, so the government can suffice the demands of the society. But, because the government has the right of monopolization, the government’s officers have prerogative, the government’s scale always goes beyond the demand of society, not only so, since the government’s officers have prerogative, they not have the materials they deserved, they sometimes have the“behooves”not beyond they deserved. So the costs of circulatation of government is increasing, it engenders the reserved effects to the economics.Keeping the suitable scale of the government is the necessary condition for the government’s circulatation, it also is the necessary condition of the acceleration of the development of economics and society. So the most counteries lay store by the apron string of the scale of the government. Our country is not the exception, these years all circles care the problem of the scale of the government. The perspective on this problem, the rifeness is the officer of the government of our country is so many that there’s the necessary to reduce the scale.The text is from the angle of macroscopical, base on the Suoluo Model stride iterative model, conform a balanced model calculable, from the academic model,we can realize that in the usually conditions,the overplus of officers is not the simple overplus of persons,but for the unreasonable setting of offices cause the low efficence,or the canker and wasting behavior e.t.cause the cost of administration to expand,the huge resourses are wasted,so we consider the government’s scale is too great.And we can find when the offices scale is reasonable,the investment will increase and will increase the capital per person,so it can accelerate the development of economics,and so it can further the balanceable capital per person and the output per person,vice versa.This text use the measureable modle find the fact that the cost of administration increase year by year ,it now cause the reversed effection to the economics.Though the cost of administration conclude a few of payout the development of society and economics needed,but for the government’s scale is too great and the wasting of finance cause these reversed effections exceed the force of active effections in the cost of administration,acco- rdingly illuminate our government should carry through the innovate of government’s offices.更多还原
