【副题名】以驻马店市为例

【摘要】 驻马店市是一个农业大市,经济落后,农业人员众多,畜牧资源丰富。畜牧业已经快速发展,成了农民脱贫致富的有效途径,但科技人员、技术服务人员缺乏,农民的素质还不高等,成为制约畜牧业发展的瓶颈。发展畜牧兽医职业教育成为当前最迫切的任务。与社会经济发展的巨大需求相比,畜牧兽医职业教育陷入了前所未有的低谷。计划经济体制下形成的畜牧兽医职业教育体系,与社会主义市场经济相脱节,管理体制落后,办学模式僵化,产品(毕业学生)不适合市场需求,越来越不适应市场经济的发展。职业教育发展的出路在于改革。我国中等职业教育的发展落后于经济建设,也落后于世界水平。进入新世纪以来,特别是2002年国务院召开全国职业教育工作会议以来,我国中等职业教育呈现出良好的发展态势,职业教育正在走向新的崛起,正在迎来新的发展机遇期,但种种原因决定着发展中仍存在着问题。笔者从事中等农业职业教育的管理、教学工作多年,对我国一些农业中专学校的发展情况有所了解,并且经常关注和思考我国中等农业职业教育的发展问题。本文试从我国中等畜牧兽医职业教育的现状和存在问题入手,借鉴外国农业职业教育发展的经验,分析和探讨了发展我国中等畜牧兽医职业教育面临的客观形势,中等畜牧兽医职业教育存在的主要问题,并寻求、探讨对策,探索适合我国中等畜牧兽医职业教育改革与发展的新思想、新途径。传统观念的严重束缚,中等畜牧兽医职业教育是弱势群体无奈的选择;“双师型”教师严重不足;实践教学设施不足,影响学生实践技能的提高;教学手段比较落后,毕业生在社会和职业岗位上适应期较长等等是中等畜牧兽医职业教育存在的主要问题。中等畜牧兽医职业教育发展的出路在于:更新教育思想,树立新理念;构建多元化办学机制,倡导开放式的办学模式;产学结合;以就业为导向,以能力为本位,合理设置课程;调整专业设置,深化教学改革;加强师资队伍建设,重点加强“双师型”教师队伍建设;加强毕业生就业指导;加大经费投入,重点办好示范性职业教育中心;中等畜牧兽医职业教育要进一步面向地方经济,使中等畜牧兽医职业教育的发展与当地经济建设相吻合,走健康和可持续发展的道路。更多还原

【Abstract】 Zhumadian city is a big agricultural city with developing economy but a great quantity of peasants and plentiful resources of animal husbandry.The development of animal husbandry has been an effective way for peasants being lifed out of poverty.But the existing problems including the inadequacy of scientific and technological workers and attendants;the low quality of our peasants has become the "bottle-neck" to restrict the development of animal husbandry.Therefore,it is the most urgent task to develop the vocational education on animal husbandry and veterinary surgeon.However,compared to the huge demands on the socio-economic development,the vocational education on this field has been in lower tide than ever before.The vocational education on animal husbandry and veterinary surgeon which formed under the planned economic structure is divorced from the socialist market-oriented economic structure.And the backwardness has been more and more obvious. The main problems include:the backwardness management system,the rigid model for running a school,and its products(i.e.the graduates) can not meet the market needs.The way out for developing vocational education lies on reforment.The development of secondary vocational education in our country is behind both the economic development and the world level.Since we stepped into the new century,especially since the convening of national conference on the vocational education in 2002,the secondary vocational education has been in a good situation.The vocational education is emerging.It is meeting a new opportunity.But many problems still exist.The writer has been engaged in the managing and teaching work in an agricultural vocational school for many years,and has constantly paid close attention to the problems appearing during the development of this field. This thesis tries to analyze and delve the objective situation and main problems of the secondary vocational education on animal husbandry and veterinary surgeon with using the experience of other countries for reference,and tries to explore a new method which conforms to reforming and developing the vocational education in our country.The mainly problems existing in this field are:the major of animal husbandry and veterinary surgeon has become the last choice because of the trammels of traditional ideas; the inadequacy of lecturers who also have a specialty credential;the inadequacy of teaching and practicing facilities which play a very important part in raising students’ technical ability; because of the backward teaching method,graduates usually experience a long time to meet the demands of the job,etc.the solution of these problems are:to renew educational ideas;to build a pluralistic mechanism and initiate using the opening model to run a school;to combine practice with studying;to rationally arrange the courses and adjust the establishment of majors;to strengthen the training of teachers,especially the training for lecturer to get a specialty credential;to afford graduates more guidance for getting a job;to input more funds to set up a demonstration vocational education centre.The secondary vocational education on animal husbandry and veterinary surgeon should be combined with the local economy.It should develop in a healthy and sustainable way.更多还原
