志愿组织在公共安全治理中的角色分析

【摘要】 志愿组织在我国的发展已经有目共睹,志愿组织在国家社会诸多领域中发挥了特有的功能。近年来一些地方出现的志愿反扒组织“反扒联盟”因其在维护社会治安中的积极作用和面临的发展困境而引起了社会各界的广泛关注。志愿组织在公共安全治理这一特殊领域的角色定位值得研究。从志愿组织特征属性和功能上来说,志愿组织在社会管理中具有影响政府改革,保持社会稳定,促进社会发展等功能。同时,志愿组织在功能发挥中具有贴近民众、机制灵活、效率高等优势,这些特性与功能决定了志愿组织具备参与公共治理的主体资格。而从志愿组织产生及存在的合法性和“反扒联盟”参与治理行为的合法性表明,志愿组织在公共安全治理中是与政府、市场等一样的治理主体之一,其存在和功能发挥是社会的必然需求。此外,志愿组织在参与公共安全治理的实践中体现的实效性和志愿组织自身的有限性也说明政府与志愿组织在公共安全治理中的具体关系定位还需要考虑诸多相关因素。志愿组织与政府在治理中是平等合作的关系,志愿组织应作为政府的补充共同提供公共服务。政府应以欢迎、合作的态度对待志愿组织,并给予必要的支持和引导。同时,政府与志愿组织在公共安全治理中还以管理者与被管理者、服务者与被服务者、监督者与被监督者等角色出现。为了更好地发挥志愿组织参与治理的效能,促进志愿组织的健康成长,政府需要从法律、行为引导和保障机制上进一步完善,为志愿组织提供有效保障。志愿组织也需要在保证成员质量的基础上,通过加强组织管理,加强自我监督为自身健康发展打下坚实的基础。更多还原

【Abstract】 The development of voluntary organization in our country is universally acknowledged. The voluntary organizations in various fields of society develop their own professional functions. Recently, in some areas, the voluntary organization of striking pickpocket called "Striking Pickpocket Alliance" appears. Meanwhile, its positive function in maintaining public security and difficulties in future development are both widely attended by all circles. So what kind of role the voluntary organization plays in public security and how to fix its position in such special field are valuable to be researched.In characters and functions, the voluntary organization can influence government revolution, maintain social in stable, promote civil society well developed. Meanwhile, the voluntary organization in function is also of closing the mass, quick system, high efficiency etc. For these characters and functions, the voluntary organization has principle qualification in public administration. The production and existence of the voluntary organization are of legality, which shows the voluntary organization is one of the principle administration bodies in public security as government and market. Its existence and function are the necessary social demands. Moreover, the actual effect and limitation of the voluntary organization in practice of public security administration show there are many detailed factors such as relations and position between government and voluntary organization should be carefully considered.The writer thinks the relation between government and voluntary organization is equal and cooperative. The voluntary organization should be as the supplementary of government and provide public service. The government should treat the voluntary organization as cooperator and supply necessary support and guidance. Meanwhile, government and the voluntary organization play different roles in public security administration such as supervisor, administrator and server. In order to develop the efficiency of the voluntary organization in public administration and promote it healthy growing up, government should supply effective guarantee in law and actions. The voluntary organization also should strengthen the organized administration and self-supervision based on the guarantee of the quality of members.更多还原
